Bridge Extension: Support Services for the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (Reserve Integration) (OASD/M&RA(RI)).
This is not a request for quote/proposal but a synopsis notice. Pursuant to FAR 5.203(a) Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of OASD/M&RA(RI) intends to extend a short-term, sole source bridge contract to the incumbent Contractor Spectrum Group Members LLC (Spectrum) [Cage Code: 1S7X6 - 99 Canal Center Plaza, Suite 450, Alexandria, VA 22314-1559]. The Contractor is currently performing services under Contract Number HQ0034-19-C-0178 with services concluding on June 26, 2025. The anticipated period of performance for the bridge contract is for 30-days, from June 27, 2025, through July 26, 2025.
The anticipated award will be made under the authority of Federal Acquisition Regulation FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services and 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The contract is intended to meet OASD/R&RA(RI)’s requirement to provide Training, Assistance and Assessment Support for The National Guard Youth Challenge Program (NGYCP) and Department of Defense STARBASE Program. The follow-on requirement is currently in the acquisition award phase with an anticipated award date of June 26, 2025.
