SOURCES SOUGHT: Digital Air Data Computer (DADC) Software Update FOR F-5 AIRCRAFT

Requirement
The Naval Air Systems Command (NAVAIR), PMA-226 Adversary and Specialized Aircraft, Adversary F-5 Integrated Product Team (IPT), has a requirement to update the software on the Digital Air Data Computer (DADC), P/N 9B-81116-1, used on United States Navy (USN) and United States Marine Corps (USMC) F-5N/F aircraft. The current DADC software configuration does not include functionality to export fault codes and does not account for range and condition exceptions required for certain input signals which result in nuisance cautions displayed to the aircrew. As such, the DADC requires a software revision, which will include design, test, and qualification with the objective of exporting fault codes in an appropriate message format and eliminating nuisance cautions.
Due to the proprietary nature of the DADC design and limited data rights, NAVAIR anticipates these requirements can only be met by the Original Equipment Manufacturer Dayton T Brown, Incorporated. This announcement will be used to determine if other sources are capable of satisfying the agency’s requirements or if, according to Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components. Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.
Statement of Interest and Capabilities Package
Capability statements in response to this Sources Sought must be electronically submitted in either Microsoft Word or Portable Document Format (PDF) via email to Ms. Sheryl Pope at sheryl.m.pope.civ@us.navy.mil and Mrs. Catrina Farrell at catrina.m.farrell.civ@us.navy.mil. The deadline for capability statement submission is 15 May 2025 at 2:00 PM EDT. It is requested that interested, capable, and qualified vendors submit a capability statement (no more than 10 pages in length, single spaced, and 12-point font minimum). Proprietary information, if any, should be minimized and should be clearly marked. To aid the Government, please segregate proprietary information.
