The City of Richmond, Virginia (the “City”), on behalf of the Department of Public Utilities (“DPU”), requests proposals to establish a contract through competitive negotiation for the purchase of a comprehensive learning management software service.
Also known as “software as a service”, and herein referred to as the “Service”, the solution chosen by the City will primarily provide a two-fold capability: support the City’s regulatory requirements and maintain City training documentation associated with Federal and State regulatory agencies.
A. DPU is a municipally owned gas, water, wastewater, and storm water utility operation. Each utility is operated on a self-sustaining basis and follows all policies and directives of the City. DPU has approximately 113,336 gas customers, 63,523 water customers, 61,389 wastewater customers, and 60,340 storm water customers.
B. DPU must retain and follow a written Operator qualification program, per 49 CFR §192.805. The minimum requirements for qualification of pipeline personnel are enumerated in 49 CFR §§ 192.801–192.809.
