Description

NOAA intends to award a sole-source contract to WeatherTop Consulting Services, LLC under the authority of 41 U.S.C. 1901, using SAP up to $7.5M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).



The Government has a requirement for application development. The contractor will work closely with PMEL scientists, developers, and data practitioners, as well as other NOAA offices, to advise and develop new data analysis and visualization tools. The contractor will leverage in-depth knowledge of scientific workflows and data management processes, and will work closely with PMEL colleagues to support the PMEL Plotly Dash Enterprise suite of tools. The Live Access Server (LAS) application is a unique Web application for geo-science datasets that has been developed by and is supported by the Science Data Integration Group (SDIG) at PMEL. As LAS reached the end of its support lifecycle, its functionality is being redeveloped into a new application that will also use a new software development platform. This tool, temporarily branded as PyLAS, moves away from the JAVA programming language and is written in Python and JavaScript. This development relies heavily on in-depth experience with and knowledge of the scientific drivers and functionality of LAS. The PyLAS application will be developed to a fully operational application.



Besides the PyLAS application, the contractor will act as the lab focal point on environmental data management, data visualization, the Environmental Research Division's Data Access Program (ERDDAP) application configuration, quality control program applications, as well as for PMEL and NOAA data management and developer meetings. The contractor will work closely with scientists, developers, and data practitioners at PMEL and other NOAA offices to advise and develop new data analysis tools.
