Drug and Alcohol Laboratory Testing Services

This Request for Proposal (RFP) announces the intent of the County of Mendocino to solicit proposals from qualified business organizations to provide drug and alcohol laboratory testing services for Mendocino County Department of Social Services (MCDSS), Family & Children’s Services (FCS) and Mendocino County Department of Behavioral Health and Recovery Services (MCBHRS), Substance Use Disorder Treatment (SUDT).

The purpose of the RFP is to identify qualified business organizations that meet the minimum qualifications and have the required experience as described below to provide drug and alcohol laboratory testing services for MCDSS FCS and MCBHRS. This RFP may result in multiple contracts for the individual branches (FCS, SUDT) and/or other County departments that utilize drug and alcohol testing services.

Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) complete copy on USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 030-25”, and delivered by 2:00 p.m., October 20, 2025 to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note:  The unauthorized use of the County’s official logo is strictly prohibited.
