The Department of Homeland Security (DHS), United States Coast Guard (USCG), Acquisition Directorate (CG-9143), at the Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) intends to award on a sole-source basis, a contract to Lockheed Martin Corporation, 199 Borton Landing Road, Morristown, NJ 08057 for a five-year ordering period.
The USCG intends to procure fully functioning Maritime Communication Controllers (MCC) that will support the Maritime Security Cutter, Large (WMSL) vessels. The MCC is a system that manages maritime communications, including radio, satellite, and other communication systems. Lockheed Martin is the original equipment manufacturer (OEM) for the MCC currently installed on WMSL platforms 10 and 11. This includes the necessary maintenance, engineering tasks, and related training activities to sustain these assets to ensure maximum system availability. Lockheed Martin is the only authorized distributor of the existing MCC system in the U.S. and is the only source that possesses the proprietary data rights and methods to ensure the latest design configuration, manufacturing, and quality control necessary to produce parts to the latest requirements and specifications for the USCG requirement.
Any response to this notice must show clear and convincing evidence that competition for this requirement would be advantageous to the Government.
Interested parties may submit capability statements and rationale by May 20, 2025, 2:00 P.M., Eastern Daylight Time (EDT) to Benyetta.Jefferson@uscg.mil and Marc.A.Massey@uscg.mil. If no affirmative written response is received, it is anticipated that award will be made without further notice. The written response must include a general statement for services mentioned in this announcement and past performance information for similar work. In addition, interested contractors must provide proof that they possess the capability to perform services on Lockheed Martin proprietary systems/equipment. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Oral communications are not acceptable in response to this notice.
