This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.





The United States Section of the International Boundary and Water Commission (USIBWC) is seeking qualified businesses that can replace the full hydraulic system used to raise and lower the irrigation gate within Amistad Dam's Penstock #5.





As part of its market research, the USIBWC is issuing this Sources Sought to determine if there exists an adequate number of qualified interested small businesses capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes.





This Sources Sought is only for the purpose of identifying potential small business sources as part of USIBWC market research. No Request for Proposal (RFP) or other solicitation exists; therefore, do not request a copy of the RFP. NO AWARD will be made from this Sources Sought Notice.





Particularly, the purpose of this NOTICE is to gain knowledge of potential sources that have the ability to provide needed construction. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.





Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.

SPECIFIC REQUIREMENTS



The USIBWC needs to fully replace the hydraulic lifting system for Penstock #5 in Amistad Dam located in Val Verde County, Texas. Penstock #5 has a hydraulic system to raise and lower the irrigation gate. This penstock has not been functional in several years. The work will require replacement of the hydraulic pumps, tubing, cylinder, piston, and gate stem to ensure a fully operational system





The penstock irrigation gate is located at elevation 930 ft and weighs approximately 84 kips. The hydraulic pumps are located within the hoist room within the dam. The hoist room is located at elevation 1141 ft. The existing hydraulic cylinder has a 17 3/8" interior diameter and is over 10 ft long. The hydraulic cylinder contains approximately 150 gallons of fluid. The top of the hydraulic cylinder is located at approximately elevation 960 ft.





The access shaft that contains the irrigation gate, cylinder, and tubing is just under 6 ft wide and 13 ft to 17 ft wide. All work must be accomplished via rappelling, manlifts, and cranes.





The work requires moving the penstock bulkhead into place with a crane prior to any work within Penstock #5. The bulkhead is approximately 14.3 feet wide by 24.6 feet tall. The weight of the bulkhead with lifting beam is approximately 33,000 pounds (16.5 Tons).





Workers must pass through the port of entry to access the worksite. The port of entry is open from 10:00 a.m. to 6:00 p.m. DHS may change these hours without notice. If the Design-Builder requires to begin work prior to the port of entry opening or after closing, this must be coordinated with the Amistad Dam Area Operations Manager. Workers crossing through the port of entry need to have proper documentation for reentry to the United States.

Responses via adrian.knights@ibwc.gov are due 3/13/2025 3;00 pm MST to Adrian Knights and must include the information requested below. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions.





Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought.





Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm’s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:





1. Information about your company:



1.a. Name and address of the company



1.b. Cage Code and UEI if active. Note: if there is a solicitation for this requirement, an active UEI will be required.



1.c. Size of business and if applicable to any small business classification



1.d. Names of two points of contact, including title and telephone number





2. Small Business designation/status (must correlate with SAM registration): including small business, HUBZone, WOSB, 8(a), VOSB, SDVOSB, or Small Disadvantaged Business.





3. Company Resources: A discussion of your company’s capabilities to meet the Government’s requirements. Please provide supporting rationale for your response to include a discussion of past work in confined spaces, any work in shafts, and experience in hydraulic systems.
