RFP 4056 Constrution Manager/General Contractor Services for City Hall Deferred maintenance & Quad Redesign

The City of Springfield is issuing this Request for Proposal under the provisions of ORS 279C.337 for a Construction Manager/General Contractor (CM/GC) to provide preconstruction and construction services for the City Hall Deferred Maintenance and Quad Redesign Project for Springfield City Hall, located at 225 5th Street, Springfield, Oregon (Project).

The Project includes the renovation of three of the four existing sections of the City Hall office space (“Quads”) totaling approximately 33,750 square feet of occupied office space. It includes accessibility improvements, building system upgrades, interior reconfiguration, and deferred maintenance. The selected CM/GC will provide preconstruction services and, contingent upon successful negotiation of a Guaranteed Maximum Price (GMP), construction services.

Questions will be reviewed and responses will be posted to this website. If, in the opinion of the City, it is necessary to amend or supplement the Request for Proposals, an Addendum will be prepared, posted below, and notifications sent to all proposers that provided a valid e-mail address. A developer may also request to be added to the list for notifications by emailing

The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.

Addenda will not be issued within 72 hours of the RFP response deadline without extending the RFP deadline.
