Description


Catoosa County Board of Commissioners is seeking sealed written proposals from qualified vendors to provide a new building construction of the Catoosa County Jail located at 5842 Highway 41, Ringgold, GA 30736. An onsite pre-proposal meeting will be held Wednesday, June 24, 2026, at 2:00 P.M. Bid Documents are available: https://www.dropbox.com/scl/fo/dt49iezmo5tnhahsyklh7/AGSHa3cVdk07betcfac9A44?rlkey=3ivx3hq8cl1w5qzu2isw9aylj&st=rm13ordf&e=1&dl=0. TWO (2) copies of your Bid must be sealed and delivered in person, by mail or overnight delivery service to the office of the Board of Commissioners, 800 LaFayette Street, Ringgold, GA 30736 not later than 2:00 p.m. EST on Thursday, July 23, 2026. Bids will be publicly opened and read aloud. Bids received after said time will not be accepted. The envelope shall state RFP: 2024-04 CCSO Jail Expansion to prevent accidental opening. Bids shall be identified on the exterior of the sealed envelope with all the information required by law, including the name of the project and the Respondent's name, address and license number, expiration date and classification (as applicable). Inquiries regarding this bid by email to: BidQuestions@catoosacountyga.gov Only inquiries received in writing will receive a response. All such written inquiries must be delivered by 12:00pm, on Friday, July 10, 2025. CCBOC will publish a response to all inquiries on its website at www.catoosacountyga.gov/bids on Monday, July 20, 2026. Catoosa County reserves the right to accept or reject any and all Bids, to waive formalities, technicalities, or irregularities and to re-advertise if necessary. Any Bid submitted in response to this Request shall remain open for acceptance by the Board, and same shall be honored by the contractor, for a period of sixty (60) days from the date set forth hereinabove for the receipt of Bids.

INVITATION TO BID
Sealed bids for the construction of "Catoosa County Jail Expansion, 5842 Highway 41, Ringgold, Georgia" will be
received at the office of:

until Thursday, July 23, 2026 @ 2:00 p.m. Eastern Time, at which time and place they will be publicly opened and
read.

A digital file, or file link, containing PDFs of the Contract Documents may be emailed to the general contractors for
bidding purposes by calling the office of the Architect (MBI Companies, Inc.; 423-756-5046). General contractors
will be added to the bidder's list only by contacting the office of the Architect. Bid deposit is not required.
Subcontractors, vendors, and others who desire individual drawings and specification sections may obtain them
from Chattanooga Blueprint Company, Chattanooga, Tennessee, 423-267-2425, by paying the costs of reproduction,
which is not refundable. Addenda will be issued only to those parties obtaining digital files directly from the
Architect. Bidders not obtaining files directly from the Office of the Architect do so at their own risk and will be
held to the requirements of the documents and addenda as issued by that office. All questions (RFI's) shall be
submitted no later than 12:00pm (noon) on Friday, July 10, 2026 to be included in the final addendum response on
Friday, July 17, 2026.
Each bid must be accompanied by a Bid Security in the form of a Cashiers Check or a Bidders Bond, executed by
the bidder and a surety company in the sum of not less than five percent (5%) of the total amount of the bid
including all additive alternates, as a guarantee that, if the bid is accepted, the required contract will be executed and
the required performance and payment bonds furnished. Bid Bond shall be executed on AIA Document A310. Said
bond will be returned to the unsuccessful bidders as soon as the contract has been awarded and the successful bidder
has executed the contract and furnished the necessary bonds and the contract has been executed by the Owner. Such
bond shall be from a surety Company authorized to transact business in the State of Georgia and Company shall be
registered in Federal Register, Department of the Treasury, Fiscal Service, Companies Holding Certificates of
Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies; Notice. Attorneys in
Fact who sign any bonds must file with each instrument a certified and effective dated copy of their power of
attorney.
The successful bidder will be required to execute a performance bond in an amount equal to one hundred percent
(100%) of the Contract Sum and a payment bond covering and including labor and materials in an amount equal to
one hundred percent (100%) of the Contract Sum. The bond shall be made payable to Catoosa County Government.
Performance and Labor and Material Payment Bond shall be on AIA Form A312.
All bidders must be licensed contractors as required by the 2024 Code of Georgia 43-41-17. Bidder's name, license
number, date of expiration of license, license limit, and that part of license classification applying to the bid must be
placed on the envelope containing the bid, otherwise the bid cannot be opened or considered. The names of the
Mechanical, Plumbing, Electrical, Masonry, and/or Roofing Subcontractors must appear on the bid envelope in the
spaces provided. License numbers, date of expiration of their licenses, license limit, and license classification, for
Mechanical, Pluming, and Electrical Subcontractors only, must also be on the bid envelopes otherwise the bid
cannot be opened or considered. General Contractors performing Mechanical, Plumbing, Electrical, Masonry,
and/or Roofing work must designate this information on the outside of the envelope. Professionals requiring special
licenses must be licensed in the State of Georgia and shall be responsible for those portions of the work as may be
required by law.

INVITATION TO BID
Contractor must have minimum Worker's Comp and General Liability Insurance in full force and effect. No bid will
be considered unless it is accompanied by satisfactory evidence that the Contractor holds any and all necessary or
required Federal, State, or local licenses and/or permits. Pursuant to O.C.G.A. 13-10-91, all contractors and sub-
contractors performing work within the State of Georgia on a contract with a public employer must register and
participate in a federal work authorization. Each respondent shall submit with its bid a copy of current Business
License &/or Occupational Tax Certificate issued in Georgia. If Contractor cannot provide this License, it will be
required to obtain one from Catoosa County if it is the Awarded Respondent.
Each bidder and each person signing on behalf of any bidder certifies, and in the case of a joint bid each party
thereto certifies as to its own organization, under penalty of perjury, that to the best of its knowledge and belief that
each bidder is not identified on any list created pursuant to the Iran Divestment Act of Georgia, and that it will not
engage in any investment of business activities in violation of such Act for the duration of this Agreement.
No bidder will be permitted to withdraw his bid within sixty (60) days after the date of opening of bids. The Owner
reserves the right to reject any or all bids and to waive any informalities therein.
A Prebid Conference will be held on Wednesday, June 24, 2026 at 2:00pm local time at the Catoosa County
Sheriff's Office, 5842 Highway 41, Ringgold, GA 30736. Attendance at this Prebid Conference is optional for
Prime Bidders; and optional for HVAC, Plumbing, and Electrical Sub-bidders. Representatives of the Owner, the
Architect, and Architect's Engineering Consultants will be present to describe and explain the scope of the work to
be bid and to answer questions. Representative of all Subcontractors bidding are invited and urged to attend.
Upon award of the construction contract to the successful bidder, construction shall commence on a date to be
specified in the "Notice to Proceed" to the Contractor and shall be completed on or before the completion date
specified in the Contract Documents as time is of the essence in the performance of the contract for construction.
Upon receipt of Notice to Proceed, the Contractor will complete the work regularly, diligently, and uninterruptedly
at such rate of progress as will ensure full completion thereof within the time specified on the Bid Form.
The Owner reserves the right to waive any information in or to reject any or all bids and to accept the bid deemed
favorable to the interest of the Owner.

ARTICLE 1 DEFINITIONS
1.1 Bidding Documents include the Bidding Requirements and the Proposed Contract Documents. The Bidding
Requirements consist of the advertisement or invitation to bid, Instructions to Bidders, supplementary instructions to
bidders, the bid form, and any other bidding forms. The Proposed Contract Documents consist of the unexecuted form
of Agreement between the Owner and Contractor and that Agreement's Exhibits, Conditions of the Contract (General,
Supplementary and other Conditions), Drawings, Specifications, all Addenda, and all other documents enumerated in
Article 8 of these Instructions.
1.2 Definitions set forth in the General Conditions of the Contract for Construction, or in other Proposed Contract
Documents apply to the Bidding Documents.
1.3 Addenda are written or graphic instruments issued by the Architect, which, by additions, deletions, clarifications,
or corrections, modify or interpret the Bidding Documents.
1.4 A Bid is a complete and properly executed proposal to do the Work for the sums stipulated therein, submitted in
accordance with the Bidding Documents.
1.5 The Base Bid is the sum stated in the Bid for which the Bidder offers to perform the Work described in the
Bidding Documents, to which Work may be added or deleted by sums stated in Alternate Bids.
1.6 An Alternate Bid (or Alternate) is an amount stated in the Bid to be added to or deducted from, or that does not
change, the Base Bid if the corresponding change in the Work, as described in the Bidding Documents, is accepted.
1.7 A Unit Price is an amount stated in the Bid as a price per unit of measurement for materials, equipment, or
services, or a portion of the Work, as described in the Bidding Documents.
1.8 A Bidder is a person or entity who submits a Bid and who meets the requirements set forth in the Bidding
Documents.
1.9 A Sub-bidder is a person or entity who submits a bid to a Bidder for materials, equipment, or labor for a portion of
the Work.
ARTICLE 2 BIDDER'S REPRESENTATIONS
2.1 By submitting a Bid, the Bidder represents that:
.1 the Bidder has read and understands the Bidding Documents;
.2 the Bidder understands how the Bidding Documents relate to other portions of the Project, if any, being
bid concurrently or presently under construction;
.3 the Bid complies with the Bidding Documents;
.4 the Bidder has visited the site, become familiar with local conditions under which the Work is to be
performed, and has correlated the Bidder's observations with the requirements of the Proposed Contract
Documents;
.5 the Bid is based upon the materials, equipment, and systems required by the Bidding Documents without
exception; and
.6 the Bidder has read and understands the provisions for liquidated damages, if any, set forth in the form of
Agreement between the Owner and Contractor.
ARTICLE 3 BIDDING DOCUMENTS
3.1 Distribution
3.1.1 Bidders shall obtain complete Bidding Documents, as indicated below, from the issuing office designated in the
advertisement or invitation to bid, for the deposit sum, if any, stated therein.
