Overview

The City of Foster City and EMID are soliciting proposals and/or qualifications from experienced consulting firms to provide on-call professional services across multiple disciplines to support the Public Works Engineering Division. Selected firms will be eligible for task-order based assignments for capital projects and specialized services through FY 2031–2032, under master on-call agreements with an initial 3-year term and up to 2 optional extension years.

SECTION I: INTRODUCTION
The City of Foster City (City) and/or the Estero Municipal Improvement District (EMID) (individually
or collectively referred to as CITY/EMID) are seeking qualified consulting firms to provide civil
engineering, construction management and inspection, mechanical electrical plumbing (MEP)
engineering, staff augmentation, structural engineering, and water resource engineering
professional services to support the Engineering Division of the Public Works Department.
The Engineering Division performs the following functions:
Capital Improvement Project (CIP) Implementation: Executes infrastructure projects across
diverse sectors, including Buildings, Parks, Stormwater, Lagoon/Levee systems, Streets,
Traffic Signals, and Water/Wastewater utilities that are established annually.
Asset Management & Strategic Planning: Conducts comprehensive condition assessments
and long-term planning for all municipal assets to ensure continued operational efficiency.
Development Oversight: Provides professional design review and construction management
for privately funded land development projects.
Technical Support & Mandated Services: Performs auxiliary engineering duties and
specialized tasks as required to support city objectives.
The purpose of this request for proposals and/or statement of qualifications is to create a list of
qualified Consultants to perform work on capital improvement or other projects and services
approved by the City Council, EMID Board of Directors, City Engineer, City Manager, and/or District
Manager through fiscal year 2031-2032 AND/OR perform tasks that are identified on a case-by-case
base for a base term of three (3) years which, at the discretion of the City/EMID, may be extended
an additional two (2) years for a maximum contract duration of five (5) years.
The City/EMID has approximately 26 active capital improvement projects in its current CIP and
anticipates adding approximately 42 additional projects over the next five years. Information
regarding existing projects and possible future projects are described in Attachment 1. The
City/EMID may issue separate requests for proposals and/or qualifications for projects or work
described in Attachment 1.
RFP/Qs submitted in accordance with this request shall be evaluated by committee to short-list and
select the best qualified consultants to provide services to the City/EMID for the CIP projects and
other programs or projects that become funded during the 5-year term of the proposed contracts.
Based on this evaluation, the City intends to enter into Master On-call agreements with selected
firms in various disciplines. A Standard Consultant Services Agreementis enclosed as Attachment 2
as reference. Prior to commencement of any services, the City Council/EMID Board, or City/District
Manager must execute a master services agreement and subsequent task order for work.
Under these agreements, services will be requested on an as-needed basis. The service will depend

on the size and/or technical complexity of the project or initiative, funding availability, schedule
constraints and the type of services required. For each project, the City will request a proposal from
the pre-qualified consultants, and the scope of work, schedule, and fees will be developed to mutual
satisfaction and outlined in a Task Order under the Master on-call Agreement.
Prior to commencement of services, the Notice to Proceed will be issued.
Consultants are advised to examine all information in this Request for Proposals and/or
Qualifications, including the attachments. Only submittals properly completed as instructed in this
package will be accepted for evaluation.
The City/District reserves the right to reject any or all responses received as a result of this
solicitation; to extend the submission due date; or to modify, amend, reissue or rewrite this
document; and procure any or all services by other means.
Firms interested in providing one or more of the services identified herein must clearly identify each
Service Area using the information contained in this package. Submittalswill be due:

SECTION II: GENERAL INFORMATION
SERVICE AREAS
The City/EMID wishes to establish a list of qualified firms to provide on-call professional services
for the following service areas:
Civil Engineering;
Construction management and inspection (wet utilities & roads);
Energy & Sustainability Planning and Engineering
Environmental Services;
Materials Testing;
Mechanical, Electrical & Plumbing (MEP) Engineering;
Surveying;
Staff Augmentation;
Structural Engineering;
Traffic Engineering;
Water Resources Engineering;
Selected consultants will provide expertise in the Service Areas listed above to assist City/District
staff with various municipal services and initiatives, as well as during the planning, engineering,
design and construction phases of a wide variety of CIP Projects if and when they become funded.
The City/EMID reserves the right to request RFP/Qs for additional Service Areas, and/or project-
specific technical proposals (whether or not firms are short-listed via this RFP/Q), and/or perform
interviews with most qualified firms.
Consultants should select a service area that best describes their area(s) of expertise and the
professional services proposed to be provided. If submitting for multiple service areas, separate
proposals are required.
On- Call Services
The City/EMID annually adopts a five-year Capital Improvement Program Budget, which provides
funding for major infrastructure improvements throughout the City. The general engineering
projects may include a wide variety of projects that may include storm drain, water and sewer
improvements, pump stations, pavement and park pathways rehabilitation, bicycle and pedestrian
improvements, park and facilities improvements, traffic studies, traffic signal modifications, and
other related projects as required. For a full list of currently programmed projects, see Attachment
1.
A professional services agreement will be entered into with one (or more) consultant(s) in each
service area to provide professional services for a variety of projects on an on-call basis. The work
