The purpose of this Request for Application (RFA) is to solicit applications to award funds to one subgrantee to implement the Virginia Infant and Toddler Specialist Network (VA ITSN). The purpose of the VA ITSN is to increase school readiness by improving the quality of care and education as defined by VQB5 received by infants and toddlers (0-36 months) and by increasing the competency of their teachers and directors to promote childrenâs early learning and development. The VA ITSN is to be implemented in collaboration with Ready Regions as they are the entities responsible for implementing VQB5.
