Project Description: There will be a mandatory pre-bid conference held at 09:30 AM on Friday, April 17, 2026, at the Conestoga Water Treatment Plant, 150 Pitney Road, Lancaster, PA 17601 followed by a site tour of the location for the project
The City of Lancaster, PA will receive bids online for the Conestoga Low-High Service Pumping Service Upgrade Project until May 12, 2026, at 11:00AM at which time they shall be opened electronically and publicly on PennBid’s website. In general, the work under this contract consists of, but is not limited to 1) Replacement of the outside pad mounted building transformer and generator docking station with an indoor unit substation, 2) Replacement of the indoor switchgear, 3) Replacement of Pump Station MCC-1, 4) Replacement of the interior lights with LED fixtures, 5) Replacement of the station’s unit heaters and ventilation system, and 6) Replacement of the A/C system in the pump room.
The Project involves 2 prime contracts: 1) Electrical and 2) Mechanical. All documents and solicitation details are available online at no cost on PennBid- http://pennbid.bonfirehub.com.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with all provisions of the Steel Products Procurement Act, and other applicable requirements of federal and state law as specifically set forth in Article 27 of the Instructions to Bidders.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in the Instructions to Bidders.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
