Cochran Municipal Airport invites qualified, properly licensed and insured contractors to submit sealed bids for the removal of existing fiberglass ceiling insulation and installation of closed-cell spray polyurethane foam insulation at the Main Hangar located at 829 Highway 126, Cochran, Georgia 31014.
The work generally consists of approximately 8,000 square feet of hangar ceiling area, removal and disposal of existing fiberglass insulation, installation of a minimum 2-inch thickness of closed-cell spray foam over the ceiling, sealing of gaps at the tops of the wall metal sheeting and roof rafters, application of a durable white coating after the foam has cured, and complete cleanup and removal of project debris.

1. Invitation to Bid
Cochran Municipal Airport invites qualified, properly licensed and insured contractors to submit sealed bids for the
removal of existing fiberglass ceiling insulation and installation of closed-cell spray polyurethane foam insulation
at the Main Hangar located at 829 GA Highway 126, Cochran, Georgia 31014.

3. Scope of Work
* Protect hangar doors, aircraft, equipment, electrical fixtures, stored property, floor surfaces, and other areas
from damage, overspray, dust, debris, and construction residue.
* Remove existing fiberglass insulation from the ceiling area designated for the work. Contractor shall include
labor, handling, loading, transportation, and lawful disposal.

* Prepare the substrate as required by the selected foam manufacturer. The contractor shall identify any
required repairs, cleaning, drying, surface preparation, or preconditioning before application.
* Install closed-cell spray polyurethane foam insulation at a minimum installed thickness of 2 inches over the
entire 80 ft x 100 ft ceiling area (approximately 8,000 square feet).
* Seal gaps and openings at the tops of the wall metal sheeting and at roof-rafter/end-wall interfaces. Sealing
shall be continuous and sufficient to close visible air gaps and openings encountered within the project limits.
* Where required to provide a continuous finished system, extend the foam approximately 2 inches down the
wall from the ceiling line to cover and seal the specified gaps. Exact field conditions shall be verified by the
contractor during the site visit.
* After the foam has cured and has been accepted by the Airport, apply a durable white coating/paint system
compatible with the installed foam and approved for the intended use.
* Remove all masking, temporary protection, equipment, unused materials, debris, and work residue from
Airport property no later than two business days after completion.
* Perform final cleanup and leave the hangar in a clean, safe, workmanlike condition.
4. Material and Performance Requirements
* Closed-cell spray polyurethane foam shall be a commercially manufactured product intended for interior
application over metal building assemblies and shall be installed in accordance with the manufacturer's
written instructions.
* Minimum installed foam thickness: 2 inches over the specified ceiling area. Contractor shall not rely on an
average thickness that permits localized areas below the specified minimum.
* Contractor shall identify the proposed product manufacturer, product name, technical data, density, published
R-value per inch, application temperature range, substrate requirements, and applicable evaluation/listing
information with the bid.
* Foam and coating systems shall comply with all applicable requirements of the authority having jurisdiction
(AHJ), including applicable Georgia building and fire-code requirements.
* The contractor shall identify the proposed ignition/thermal barrier or protective coating system, if one is
required by the AHJ or the foam manufacturer's listing. The white coating shall not be assumed to satisfy a
code requirement unless the proposed system is specifically approved/listed for that purpose.
* Coating shall be compatible with the foam, suitable for the hangar environment, and applied at the
manufacturer's specified coverage/thickness.
* Contractor shall provide product technical data sheets and Safety Data Sheets (SDS) before installation.
5. Codes, Permits, and Approvals
The contractor shall perform the work in accordance with applicable federal, State of Georgia, and local
requirements and all requirements of the AHJ. As of the date of this solicitation, Georgia's mandatory state
construction codes include the 2024 International Building Code with Georgia Amendments and the 2024
International Fire Code, effective January 1, 2026. The contractor is responsible for determining which provisions
apply to this project and for identifying required permits, inspections, approvals, and code-related protective
measures.
The contractor shall promptly notify the Airport in writing of any condition that, in the contractor's professional
judgment, requires a change to the scope, materials, sequencing, or protective system for code compliance. No
extra work shall be performed without written authorization from the Airport/Owner.
6. Airport and Hangar Safety Requirements
* Coordinate all work with the Airport Manager before mobilization.

* Contractor shall identify all prepositioning, staging, access, lift, ventilation, electrical, material storage, and
other site requirements no later than one week before starting work.
* Contractor shall maintain safe access and shall not obstruct aircraft operating areas, emergency exits, fire
protection equipment, hangar doors, taxi/parking areas, or Airport operations without prior approval.
* Hot work, ignition sources, spraying operations, curing periods, ventilation, and re-entry shall be controlled in
accordance with the foam manufacturer's requirements and the AHJ's requirements.
* Contractor shall be responsible for damage caused by overspray, chemicals, equipment, falling materials, or
negligence.
* Contractor shall provide appropriate fall protection and comply with applicable OSHA requirements.
7. Site Visit
Prospective bidders are strongly encouraged to inspect the work area before submitting a bid. Site visits may be
conducted between 10:00 AM and 3:00 PM or at other times by prior arrangement with the Airport Manager, Gail
Martin, at 678-767-3516, or Board Treasurer, Jim Washburn, at 478-230-0860.
By submitting a bid, the contractor acknowledges that it has had an opportunity to inspect accessible conditions
and has considered access, ceiling configuration, existing insulation, wall/roof gaps, equipment staging,
protection, disposal, and other conditions that may affect the cost of the work.
8. Contractor Qualifications
* Contractor shall be properly licensed to perform the work in Georgia, to the extent required by law.
* Contractor shall demonstrate experience with commercial closed-cell spray polyurethane foam installations,
preferably in metal-building or hangar environments.
* Contractor shall provide at least three comparable project references, including project location, approximate
size, date, and owner/manager contact information.
* Contractor shall provide evidence of required insurance and any bonds required by the Owner's procurement
policies.
* Contractor shall identify all subcontractors proposed for material portions of the work.

Bid price shall include all labor, materials, supervision, equipment, lifts/scaffolding, access, protection, disposal,
transportation, mobilization, permits/fees attributable to the contractor, overhead, profit, and all other costs
necessary for a complete project, except items specifically identified as Owner-furnished.
10. Bid Alternates / Clarifications
Contractors shall clearly identify any exclusions, assumptions, allowances, alternates, or proposed substitutions.
A bid containing material exclusions that are not clearly stated may be considered non-responsive.
11. Schedule
NOTE: Work schedule will need to be coordinated with the Airport Manager, as the work environment is a
community hangar with active aircraft stored within; the coordination and arrangement of aircraft removal
from the hangar during the scheduled work period will need to be completed. Work shall be completed
within 60 calendar days of contract award, consistent with the original Statement of Work. Contractor shall provide
a proposed start date and estimated duration with the bid. Contractor shall notify the Airport of any required
prepositioning no later than one week before starting work.
12. Payment
Payment terms shall be governed by the final contract and the Owner's applicable procurement requirements.
Unless otherwise specified by the Owner, contractor invoices shall identify the completed work, approved change
orders, retainage (if applicable), and supporting documentation required by the Owner.
13. Warranty
Bidder shall state the manufacturer's warranty and contractor workmanship warranty offered for the foam and
coating systems. Warranty documentation shall be provided at project closeout. The contractor shall correct
defective workmanship or material failures covered by the applicable warranty in accordance with the final
contract.
14. Changes to Work
No change in price or scope shall be valid unless authorized in writing by the Owner. Contractor shall provide a
written description and price/time impact for proposed changes before proceeding.
15. Bid Evaluation
Subject to applicable procurement requirements, the Owner may evaluate bids based on responsiveness, price,
qualifications, relevant experience, references, proposed materials, schedule, ability to meet code and Airport
requirements, completeness of the bid, and the Owner's determination of best value. The Owner reserves the
right to reject any or all bids, waive minor informalities where permitted, request clarification, and award in
accordance with applicable law and procurement policy.
