INVITATION TO BID
1.01 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders are invited to submit bids for Project as de-
scribed in this Document according to the Instructions to Bidders.
B. Project Identification: 25033 Athletic Facility Improvements for Echols County
High School.
1. Project Location: Echols County High School, 228 Wildcat Circle Stat-
enville, GA 31648.
C. Owner: Echols County School District.
1. Owner's Representative: Dr. Vince Hamm, Superintendent of Schools.
D. Architect: Altman + Barrett Architects, P.O. Box 665 Hahira, GA 31632.
E. Project Description: Project consists of the site work and construction of a new
softball complex field with dugouts, concessions, toilets, and press box and con-
struction of a new concession/toilet building at the existing running track. The
project will include site grading, site utilities, concrete sidewalks, fencing, con-
crete foundations, masonry, structural steel, interior finishes, electrical including
athletic field lighting, mechanical, and plumbing related work.
F. Construction Contract: Bids will be received for the following Work:
1. General Contract (all trades).
1.02 BID SUBMITTAL AND OPENING
A. Owner will receive sealed bids until the bid time and date at the location indicated
below. Owner will consider bids prepared in compliance with the Instructions to
Bidders issued by Owner, and delivered as follows:
1. Bid Date: September 24, 2026.
2. Bid Time: 2:00 p.m., local time.
3. Location: Echols County School District, 190 Highway 94 East Stat-
enville, GA 31648.
B. Bids will be thereafter publicly opened and read aloud.
1.03 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of [5] percent of the
bid amount. No bids may be withdrawn for a period of [60] days after opening of
bids. Owner reserves the right to reject any and all bids and to waive informalities
and irregularities.
1.04 MANDATORY PREBID CONFERENCE
A. A mandatory pre-bid conference for all bidders will be held at the Echols County
Board of Education on September 10, 2026 at 10:00 a.m., local time. Prospec-
tive bidders are required to attend. We will meet along the east side of the
Board of Education facility near the future site of the softball complex.
1.05 DOCUMENTS
A. Printed Procurement and Contracting Documents: Obtain after August 25, 2026,
by contacting Print Life Printing and Supplies, Inc., 1006 Williams St. Valdosta,
GA 31601 or by calling (229)244-5598. Documents will be provided to prime bid-
ders only; only complete sets of documents will be issued.
1. Payment: $350.00 [made payable to Print Life Printing and Supplies].
2. Shipping: Additional shipping charges may apply.

1.06 TIME OF COMPLETION
A. Successful bidder shall begin procuring materials on receipt of the Notice to Pro-
ceed (est. October 14, 2026) and begin physical work onsite on October 21,
2026. Work shall be completed on or before February 1, 2027 for the site and
building at the existing track and on or before April 30, 2027 for the softball com-
plex.
1.07 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective
trades and be able to obtain insurance and bonds required for the Work. A Per-
formance Bond, a separate Labor and Material Payment Bond, and Insur-
ance in a form acceptable to Owner will be required of the successful Bid-
der.
