Event Description: The purpose of this solicitation is to select a respondent that can satisfy the State’s need to implement and disseminate the State Suicide Prevention Plan for the Division of Mental Health and Addiction (DMHA), Family and Social Services Administration (FSSA). This request will contain to main deliverables which may be awarded to the same vendor or may be awarded to different vendors:
1) State Suicide Prevention Plan Implementation
2) State Suicide Prevention Plan Dissemination

This solicitation package contains a separate scope of work for each deliverable. Key Performance Indicators (KPIs) for each deliverable are:

1) State Suicide Prevention Plan Implementation
• Provide a minimum of ten hours of individualized consultation to DMHA and designated contractors regarding plan implementation and monitoring strategies.
• Assist DMHA and designated contractors in developing a technical assistance plan(s) for local and county agencies, including local health departments, to engage in suicide prevention and state plan activities, that is in accordance with evidence-based best practices.
• Provide DMHA and designated contractors with a minimum of ten hours of scaffolding and coaching on the delivery of technical assistance to local and county agencies, which may include webinar attendance and feedback on written documents.
• Provide a minimum of four hours of individualized consultation to DMHA regarding coordinating and leading statewide suicide prevention, building state infrastructure, and sustaining statewide programs and efforts.
• Develop resources, trainings, data-driven recommendations, and guidance documents for DMHA and contractor use regarding best practices for infrastructure, capacity-building, plan implementation, and sustainability.

2) State Suicide Prevention Plan Dissemination
• Identify strategies to disseminate the State Suicide Prevention Plan that are suited to state and local suicide prevention partners who both have knowledge and do not have knowledge of Indiana’s suicide prevention plan.
• Collaborate with DMHA to identify target audiences.
• Coordinate opportunities to share state plan with diverse stakeholders who have a role in plan implementation.
• Provide resources to support DMHA in disseminating the state suicide prevention.
• Provide resources and consultation to DMHA and designees regarding evidence-based strategies, data, success stories, and other tools DMHA can share via online platforms for state and local suicide prevention partners.
• Provide tailored resources that communities and stakeholders can use to assist them in implementing the state plan.

The intended term of this contract is October 1, 2025 – September 30, 2026. Bids for this solicitation must be received by September 22nd, 2025 at 7:00AM and must contain the signed solicitation package. Questions and bids may be sent to jonathan.huth2@fssa.in.gov.
