SECTION 001100 - NOTICE TO BIDDERS
Notice is hereby given that City of Lake Forest Fire Department is accepting sealed bids for the
Lake Forest HQ Fire Station Renovation project located at 255 W. Deerpath Road, Lake Forest,
IL 60045. Such proposals as herein concerned shall be for the following as described:

Bids will be publicly opened and read at 1:00PM (CDT) on October 15, 2026. Any bid received
after this time and date will be returned unopened to the Bidder.
A non-mandatory pre-bid walkthrough will be held at the project location, 255 W. Deerpath Road,
Lake Forest, IL 60045, on September 30, 2026. Due to limited on-site parking, the pre-bid
walkthrough will be conducted in two separate groups. Attendees shall attend the walkthrough
time assigned to their respective Bid Package as follows:

Group 2 - 1:30 PM to 2:00 PM (CDT): Bid Package #3 - Masonry; Bid Package #7 - Roofing &
Coping; Bid Package #9 - Aluminum Curtainwalls, Storefronts, and Glazing; Bid Package #11 -
Acoustical Ceilings; Bid Package #13 - Painting; Bid Package #15 - Plumbing; Bid Package #17
- Electrical; Bid Package #18 - Excavation & Site Utilities; Bid Package #19 - HMA Pavement;
and Bid Package #20 - Landscaping.
Parking for pre-bid walkthrough attendees shall be located behind the building. Upon arrival,
participants shall meet outside the bay doors and remain with their assigned group for the duration
of the walkthrough. Participants shall not enter, walk, or otherwise tour the building or project site
independently of the group.
Pre-qualification of all bidders is required prior to bidding. Submit one fully executed copy of AIA
Document A305, "Contractor's Qualification Statement," to Mary Judge at
mjudge@wightco.com prior to bidding.
Each bid shall be accompanied by bid security in the form of a Bid Bond, certified check, or
cashier's check made payable to the City of Lake Forest Fire Department in an amount not less
than ten percent (10%) of the Base Bid. Bid security is required of all Bidders and must be fully
executed, compliant with the Bidding Documents, and submitted with the Bid Form.
The successful bidder shall, upon acceptance of the bid, be required to procure and pay for a
Performance Bond and Labor and Material Payment Bond in an amount equal to one hundred
percent (100%) of the bid. Bonds shall comply with all laws of the State of Illinois governing public
contracts let by governmental units.
The competency and responsibility of the Bidders will be considered in making awards. No bid
shall be withdrawn after the opening of bids without the consent of the Chief Procurement Officer
for a period of 60 days after the scheduled time of the bid opening. The Owner reserves the right
to reject any or all bids, waive irregularities, and accept the bid that is in the best interest of the
City of Lake Forest Fire Department.
Bidders shall comply with all provisions and laws of the United States and the State of Illinois
concerning Public Works projects including but not limited to the Illinois Human Rights Act, the
regulations of the Illinois Human Rights Commission, and the Illinois Prevailing Wage Act (820
ILCS 130/1-12).

The Construction Manager for this project is Wight Construction Services. All questions
concerning this project or those concerning bidding requirements should be directed to George
Gardner at ggardner@wightco.com. Questions must be received by October 8, 2026 at 12:00PM
(CDT).
