Pre-Advertisement Notice for One-Stop Operator Services

The City of Atlanta, on behalf of the Department of Labor and Employment Services (WorkSource Atlanta), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the procurement of qualified contractors to coordinate workforce development services among One-Stop partners and service providers in accordance with the Workforce Innovation and Opportunity Act (WIOA) requirements. Interested vendors during the prequalification phase will be evaluated on their demonstrated experience coordinating workforce development programs, managing multi-partner service delivery environments, and operating within federally regulated programs. Evaluation will consider the contractor¿s technical capability, experience with WIOA programs, ability to coordinate partner services, ensure compliance with ADA accessibility requirements and veteran priority of service mandates, and effectively support an integrated, customer-focused One-Stop delivery system. The City¿s expectation is that the selected contractor will deliver timely, compliant, and high-quality coordination services that enhance service integration, improve customer experience, support workforce system performance outcomes, and ensure full compliance with federal, state, and local workforce development requirements.
