Project Description: Bids will be received electronically through the PennBid Program by the City of Lebanon, Lebanon County, Pennsylvania, for the 933 Oak Street Municipal Garage Fuel Tank Abandonment Project until 10:00 a.m., prevailing time, on Friday, August 28, 2026, at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) in an amount equal to ten percent (10%) of the maximum total Bid amount, including the Lump Sum Base Bid and Additive Alternate No. 1.
The project includes, but is not limited to, the cleaning and abandonment in place of two (2) existing 10,000-gallon underground fuel storage tanks at the City of Lebanon Municipal Garage facility located at 933 Oak Street; removal, disconnection, capping, or abandonment of associated fueling system components, piping, conduits, and appurtenances; utility locating, field verification, and nondestructive potholing; limited excavation, backfill, reinforced concrete pavement restoration, and site restoration; environmental coordination, sampling, testing, waste handling and disposal documentation; preparation and submission of required PA DEP closure documentation; and all other associated Work as more fully described in the Contract Documents. The Bidding Documents also include Additive Alternate No. 1 for additional full-depth concrete pavement demolition and restoration within the limits shown on the Drawings.
The Work shall comply with applicable Pennsylvania Department of Environmental Protection Underground Storage Tank regulations, Pennsylvania One Call requirements, OSHA requirements, NFPA standards, the National Electrical Code, applicable City of Lebanon ordinances and permitting requirements, and all other applicable federal, state, and local laws and regulations.
Prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply to the Project. The applicable project-specific Pennsylvania prevailing wage rate determination is included in Section 008300 – PA Prevailing Wage Rates.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, August 19, 2026, at Lebanon City Hall, 735 Cumberland Street, Lebanon, PA 17042.
The City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
