Project Description: East Bradford Township, Chester County will receive sealed bids online for the Copeland Park Basin Modification Project. Sealed bids may be submitted and updated online via the PennBid™ Program until 11:00 A.M. local time, Tuesday, June 5, 2025. The bids shall be publicly opened and read aloud on June 5, 2025, 11:30 AM. local time, at the East Bradford Township Building, 676 Copeland School Road, West Chester, PA 19380. East Bradford Township will award the bid at a public meeting, the time, date and place of which will be announced at the bid opening.
The project includes providing all labor, materials and equipment to complete the construction of the modifications to the stormwater management basin at Copeland Park in West Chester, PA. Project includes removal of a section of existing 30-inch RCP storm sewer and endwall, installation of new storm sewer manhole, 20 LF of 30-inch HDPE pipe, endwall and rip-rap stilling basin within the detention pond, regrading the basin, constructing a forebay berm with stone embankment outlet, placement of rip-rap outlet protection at a second storm sewer discharge to the basin , temporary erosion and sediment controls, adding and mixing soil amendment to topsoil, restoration of all areas disturbed during the construction of the project, and any and all work as shown on plans titled, Copeland School Park Basin Modification Project. The project is subject to prevailing wage. Prevailing wage project rates issued by the Pennsylvania Department of Labor and Industry shall be required.
The project is subject to the Pennsylvania Right-to-Know Law, 65 P.S. Sections 67.101-3104, the Steel Products Procurement Act, 73 P.S. Section 1881 et seq., and the Public Works Employment Verification Act (71 P.S. Section 656.1 et seq.).
The project is being financed in whole, or in part, by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
Bid security shall be submitted with each bid in the form of a certified check or bid bond in a form acceptable to the Township made payable to the Township in the amount of ten percent (10%) of the total bid amount. The selected bidder shall be required to provide a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount in a form acceptable to the Township. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. East Bradford Township reserves the right to reject any and/or all bids on any basis whatsoever, to waive any informality or irregularities in the bids, and to accept a bid which is in the Township’s judgment in the Township’s best interests, as permitted by law.
