The State of New Jersey has committed to the restoration of the Old Barracks Museum located
at 101 Barracks Street, Trenton, New Jersey (the “Project”). The restoration includes removal and
replacement of portions of the cedar shake roof, repairs to the porches, painting, masonry and
fencing.
By this Advertisement, the State of New Jersey, Department of the Treasury, Division of Property
Management and Construction (DPMC) is soliciting evidence of interest from experienced
Contractors for Project No. A1409-00, which will consist of repairs to the roof, porches, painting,
masonry and fencing.
Pursuant to N.J.A.C. 17:19-2.10, the Director of DPMC has determined that special classification
criteria for pre-qualification is required for the Prime Contractor on this Project.
THIS WILL BE THE ONLY ADVERTISEMENT OF THE PROJECT. ONLY PRIME
CONTRACTORS WHO ARE CLASSIFIED AS ABOVE AND SPECIALLY PREQUALIFIED FOR
THIS PROJECT WILL BE INVITED TO SUBMIT BIDS.
Contractors who wish to be specially prequalified for this Project must be classified with the DPMC
as Historical Restoration (C024) Contractors not currently classified in one of the above trades
who wish to be classified should complete the Contractor Classification form (DPMC-27) found at
https://www.state.nj.us/treasury/dpmc/Assets/Files/DPMC-27.pdf . If you have any questions

Contractors seeking prequalification must have experience in historical restoration projects of
similar scale and complexity, as described in the Instructions for Form 1 and in Form 1 itself.
Form I must be fully completed and submitted on or before the deadline.
Only those contractors classified as Historical Restoration (C024) and successfully Project Pre-
qualified by DPMC for this project will be eligible to bid on this project.
Contractors seeking special prequalification for this Project are required to submit an application
for special prequalification (FORM 1) as set forth below. This application shall also describe
proposed subcontractors for special prequalification in the trades of Roofing – Historical Sites
(C075). Contractors shall complete the portions of Form 1 on behalf of the subcontractors they
wish to be prequalified. Contractors must submit at least one proposed subcontractor for the
specialty subtrade, but may submit more than one subcontractor for the required subtrade.

Upon completion, Form 1 must be emailed to shawn.taylor@treas.nj.gov and
Michael.Cifrodelli@treas.nj.gov and received electronically no later than 2:00 p.m., July 8,
2025.
Prospective Bidders who obtain Project Pre-qualification approval through this process
will be notified and required to attend a mandatory pre-bid meeting prior to submission of
bids. The date and time of the Mandatory Pre-Bid Meeting and bid due date will be issued
to pre-qualified firms via Bulletin.
During the construction bidding phase, this Project is expected to be bid as single bid lump sum
all trades. Bidders must be classified themselves with Historical Restoration (C024) and either
have the following classification themselves, or identify their classified roofing subcontractor for
the following trades possessing the trade of Roofing – Historical Sites (C075).
At the time of bidding, Bidders must be classified by the Division under N.J.S.A. 52:35-1 et seq
and must submit bid security as provided in Instructions to Bidders and General Conditions,
Revised December 2015. No bidder may withdraw its bid for 60 calendar days after the opening.
The State may reject any and all bids in accordance with applicable law.
Bidders will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27-7.2:
THE MINORITY PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 30%
PER SKILLED CRAFT.
THE FEMALE PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 6.9%
PER SKILLED CRAFT.
Pursuant to Executive Order No. 166, signed by Governor Murphy on July 17, 2020, the Office of
the State Comptroller (“OSC”) is required to make all approved State contracts for the allocation
and expenditure of COVID-19 Recovery Funds available to the public by posting such contracts
on an appropriate State website. Such contracts will be posted on the New Jersey transparency
website developed by the Governor’s Disaster Recovery Office (GDRO Transparency Website).
The contract resulting from this procurement is subject to the requirements of Executive Order
No. 166. Accordingly, the OSC will post a copy of the contract, the winning bidder’s proposal and
other related contract documents for the above contract on the GDRO Transparency website.
In submitting its proposal, a bidder may designate specific information as not subject to disclosure.
However, such bidder must have a good faith legal and/ or factual basis to assert that such
designated portions of its proposal (i) are proprietary and confidential financial or commercial
information or trade secrets or (ii) must not be disclosed to protect the personal privacy of an
identified individual. The location in the proposal of any such designation should be clearly stated
in a cover letter, and a redacted copy of the proposal should be provided.
The State reserves the right to make the determination as to what is proprietary or confidential,
and will advise the winning bidder accordingly. The State will not honor any attempt by a winning
bidder to designate its entire proposal as proprietary, confidential and/or to claim copyright
protection for its entire proposal. In the event of any challenge to the winning bidder’s assertion
of confidentiality with which the State does not concur, the bidder shall be solely responsible for
defending its designation.
