Project Description:
Campus Center (CC), and Warrior Recreation Center (WRC) Window Cleaning

A. Work shall include but not be limited to

1. Three times (3x) removal of debris, insect and plant matter, water spots, etc. from, and general cleaning of exterior windows and frames.

a. Unless otherwise agreed to in writing, exterior cleanings shall occur during the following months: June, September, and December.

2. One time (1x) annual interior window cleaning for ONLY the WRC. Work shall generally consist of, but not be limited to: dusting, removal of debris, etc., and cleaning the interior surfaces of windows and frames.

a. Unless otherwise agreed to in writing this interior cleaning shall occur during the summer based on the WRC schedule

B. Offeror to determine best method for completing the work based on conditions at site.

1. Offeror responsible for submitting proof of compliance and proof of training with OSHA 29 CFR 1910 and ANSI/IWCA I-14 upon request.

C. Contractor responsible for protecting all adjacent University and neighboring properties, buildings, utilities, grounds, and trees. Any damage shall be repaired by the Offeror at no additional cost to the University.

Hemenway Hall (HH) Window Cleaning

A. Work shall include but not be limited to

1. Three times (3x) removal of debris, insect and plant matter, water spots, etc. from, and general cleaning of exterior windows and frames.

a. Unless otherwise agreed to in writing, exterior cleaning shall occur during December.

b. In the event HH is still under construction and not accessible at the conclusion of this service contract period, this line item will automatically become null and non-billable due to force majeure.

B. Offeror to determine best method for completing the work based on conditions at site.

1. Offeror responsible for submitting proof of compliance and proof of training with OSHA 29 CFR 1910 and ANSI/IWCA I-14 upon request.

C. Contractor responsible for protecting all adjacent University and neighboring properties, buildings, utilities, grounds, and trees. Any damage shall be repaired by the Offeror at no additional cost to the University.

Special Instructions

Under HRS 103D-310(c), vendors MUST provide proof of compliance with all laws governing entities doing business in the State of Hawaii. Vendors need to obtain a copy of their “Certificate of Vendor Compliance” via Hawaii Compliance Express and attach it to their bid. Information and requirements for the “Certificate of Compliance” can be found at: https://vendors.ehawaii.gov/hce/splash/welcome.html.

Vendor\'s current status must be listed as “COMPLIANT” by the closing date of the bid and through the issuance of the purchase order. Applications submitted after September 15, 2025 will require a Tax Compliance Report (TCR) from the IRS. The TCR can be downloaded for free at https://www.irs.gov/individuals/tax-compliance-report.

1) Upon award, vendor must provide Certificate of Liability Insurance, listing the University of Hawaii as Additional Insured. For more information regarding insurance requirements, see “Attachment 265.2 - Insurance”.

2) Once awarded, bidder must return signed award acceptance within 2 (TWO) business days.

3) All prices are FOB destination, including freight, taxes and all applicable charges. Only firm prices accepted. Final cost cannot exceed quoted cost unless pre-approved in writing via a Purchase Order Amendment. Payment will be via University Purchase Order. All Purchase Order Terms & Conditions will apply to this order; see attachment “Terms & Conditions.”

4) Staff assigned to account must be fully trained (with required certifications for performing the work described herein) and wear an identifiable company uniform and ID Badge at all times. The Contractor shall run criminal background checks of all assigned staff. The University reserves the right to request changes to staff assigned should there be issues that arise regarding job performance, expectations, etc.

5) Contractor responsible for abiding by all City, State, Federal laws & University policies.

6) Contractor is responsible for ensuring proper and sufficient placement of barriers and signage to prevent pedestrian injury.

7) The work schedule shall be subject to change depending on the dates and times that the Buyer requires facilities for usage. However, work should generally be planned between the hours of 6:00am - 3:30pm, Monday through Friday. Contractor shall provide the University with a project schedule and estimated earliest start date. Contract Term begins approximately April 1, 2026 and runs through December 31, 2026 unless otherwise agreed to in writing by the Buyer due to scheduling needs. In the event of weather conditions not permitting the contractor to complete by December 31, 2026, the service period may be extended through January 31, 2027 without penalty.

8) Site Visit to review scope is scheduled for Mar. 11, 2026 @ 10:00am at 2465 Campus Rd. in the Campus Center courtyard (front of green stairs). Interested bidders are responsible for finding parking. Requests for accommodation to visit the site on alternate days/times must be submitted in writing to the aforementioned emails prior to end of business on Mar. 11, 2026.
