This is a Sources Sought Notice. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determine whether to set aside this requirement for small business concerns, including firms certified by the U.S. Small Business Administration (SBA) as 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB), with the qualifications, experience, personnel, and capability to perform multidisciplinary architect-engineering (A/E) services in support of projects at military installations within the Naval Facilities Engineering Systems Command (NAVFAC) Washington Area of Responsibility (AOR), including Washington, DC, Maryland, and Virginia (DMV). TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ACCEPTED OR ACKNOWLEDGED AS THIS IS A SOURCES SOUGHT NOTICE ONLY.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay or reimburse respondents for any costs, administrative expenses, or effort associated with preparing or submitting information in response to this announcement or any subsequent follow-up requests. All costs associated with responding will be solely at the interested party's expense. No basis for a claim against the Government shall arise from responding to this Sources Sought Notice.
NAVFAC Washington anticipates awarding two stand-alone Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineering (A/E) contracts: the "Blue" NAVFAC Washington Regional A/E IDIQ and the "Gold" NAVFAC Washington Regional A/E IDIQ. The anticipated maximum value of each contract is $249,000,000. Each contract is expected to include a two-year base period, a three-year option period, and a six-month extension option.
NAVFAC Washington seeks qualified firms with relevant experience, personnel, and capabilities to provide multidisciplinary A/E services for projects at military installations within the NAVFAC Washington AOR, including Washington, DC, Maryland, Virginia, and other NAVFAC Atlantic locations. Projects will primarily involve design and engineering services for new construction, major renovations, and alterations with estimated construction values ranging from $5 million to $100 million, with the potential for larger, technically complex projects.
Industrial services include, but are not limited to, multi-disciplinary A/E design and engineering services for single/multi-story facilities, high-bay (including hangars), masonry, concrete, steel, wood and pre-engineered types of facilities; research development test & evaluation (RDT&E) and manufacturing facilities; laboratory facilities; major civil projects; Anti-Terrorism/Force Protection analysis & design; MILCON construction design and MILCON Team Planning and Programming; and comprehensive planning projects. The type of services expected to be performed under this contract are listed below. The successful firm will show demonstrated experience in the following areas:
Interested firms are invited to respond to this sources sought announcement by completing and submitting a Standard Form (SF) 330 A-E Qualifications and a brief Capabilities package that shall address, at a minimum the following:
The capabilities package is not expected to be a proposal. It should briefly describe the firm's existing or demonstrated expertise and experience relevant to the anticipated A/E IDIQ Industrial Services contract.
