Purpose
Little Canada is currently soliciting proposals from qualified consulting firms, experienced in the
development of a job evaluation and compensation system. It is desired to obtain a consultant
who will assist the city in the following:
Job Analysis
• Enlist all staff to participate in a job analysis questionnaire process to ensure job duties
and responsibilities are accurately reflected
• Review current job descriptions
• Review current position titles for accuracy and best practice for level of work conducted
Market Analysis
• Conducting a full market analysis of current pay ranges for each position, and possible
future positions
• Work with the city to determine comparable peer communities (at least 12) based on
factors such as scope of services, population, budget, staff levels etc. and, if possible,
provide private sector data (ERI, Comp Analyst, BLS, etc.) for analysis
• Provide an easy-to-understand report that articulates each position relevant to position
in market
Job Evaluation
• Provide a job evaluation tool that is compliant with state requirements and utilize “Hay
method-like” principles to ensure accurate and equitable job evaluation
o Please provide a system that is outside of the state system
o If only the State Job Match Evaluation System is provided as methodology, please
state this
• Score each current position
• Provide the city with a usable tool for the future to score new positions
Classification and Compensation System
• Develop a new compensation system that reflects both market and job evaluation
• Test new compensation system to ensure pay equity compliance
• Attend and present at applicable Personnel Committee meetings, City Council
Workshops, and City Council meetings as requested
• Develop implementation scenarios for implementing new system with cost projections
Post Implementation
• Train staff on new job evaluation and compensation system
• Provide the city with a usable tool for the future to score new positions
• Develop and facilitate a process for appeals

All prospective consultants will be afforded full opportunity to submit statements of

This request for proposal (RFP) is an invitation by the City of Little Canada for consultants to
submit an offer, which may be subject to subsequent discussion. It is not a request for
competitive bids. Submittal of a proposal does not create any right in or expectation to a
contract with the City of Little Canada. Little Canada reserves the right to reject any or all
proposals and the city further declares that it will incur no financial obligations for any costs by
any company in preparation of their proposal.
Statement of qualifications
To be considered, a consultant must be a full-service consulting firm with expertise in
compensation structure analysis and maintenance and market pay analysis. The consultant
must also be able to provide full support in the reclassification and classification of positions
and have the tools available to train Little Canada staff in this process. The consultant should be
able to demonstrate that its job evaluation and compensation system has been successfully
implemented in at least three government entities, preferably within the State of Minnesota.
Criteria for selection
Members of a selection committee will evaluate each submitted proposal to determine those
firms who may be invited for oral interview. The selection committee will recommend a
contract with one firm after reviewing qualifications.
All proposals submitted will be evaluated using the following criteria:
A. Compliance with RFP
B. Understanding of the project
C. Services to be provided
D. Type of job evaluation system(s) the firm is familiar with and provides as part of services
E. Ease and method of post-contract maintenance of the classification and compensation
system
F. Ability to complete the work within the time specified
G. Qualifications of the firm, including but not limited to its experience and personnel
assigned to the project and any subcontractors, if any
H. Professional references

Cost and fee arrangements
The consultant must provide a proposal with the maximum cost for the project based on the
project as described herein. To the extent desired, additional recommendations, services, or
options may be included as optional additions to the project. These optional items shall be
priced separately from this request for proposal.
City of Little Canada background information
The City of Little Canada is conveniently located near the St. Paul and Minneapolis downtowns
on I35E and I694. Little Canada has maintained the best of what a small-town feel means while
being in the heart of the Metro area. A variety of great parks, trails, schools, and new and
established neighborhoods provide residents with a high quality of life.
With a population of 10,819 (2020 Census), Little Canada’s demographics continue to grow in
diversity, with over 13.6% identifying as Asian alone/non-Latinx, over 11.9% identifying as
Hispanic or Latinx, and over 8.4% identifying as Black alone/non-Latinx.
Employee demographics
The City of Little Canada employs approximately 19 regular full-time employees and three
regular part-time employees in the following departments: administration, community
development, parks and recreation, and public works. The city contracts for police and fire, and
currently does not have any bargaining units. There are 23 current job classification
descriptions (not including seasonal positions). A copy of job titles may be found in Appendix
“B.”

Existing compensation system
Currently, the city uses the State of Minnesota System Job Evaluation as a job classification
system.
Overall scope of work
Communications expectations
The successful consultant will be required to meet with the key personnel at the initiation and
conclusion of each phase of the study. Additionally, any reports on the results of the study or
recommendations during any part of the project will also be provided in writing. The city
further expects ongoing and open communications between designated city representatives
and the consultant over the course of the project. All products and recommendations must
comply with applicable State and Federal law and enhance the city’s ability to obtain and retain
qualified personnel.
