Description of goods to services to be bid:

This solicitation will provide project gap-funding to design, produce and install carbon neutral retrofits in affordable multifamily buildings where (a) the cost of the retrofit exceeds available project financing and (b) that additional cost cannot be fully underwritten by the energy and operational savings produced by that retrofit. Through this Program Opportunity Notice (PON), NYSERDA will select a limited number of affordable multifamily building owners to receive gap-funding whose buildings have been qualified through NYSERDA Request for Qualifications (RFQL) 4552, and who submit an application in partnership with a solution provider qualified through RFQL 4553 that is comprised of components qualified through RFQL 4551.

Initial design awards of $100,000 will be made to two pilot projects in New York City and two outside New York City, two that are 1-3 stories and two that are 4-7 stories, subject to funding availability. Projects that succeed in design review will be awarded funds proportionate to demonstrated project need as determined by program staff up to a total project amount equivalent to $40,000 per dwelling unit.

Applications will be reviewed by NYSERDA program staff on a rolling basis to the expiration date of this PON or until all funds have been expended.
