EWS is seeking to engage a cost of service and rate design expert who is experienced in undertaking a comprehensive and integrated cost of service study and provide recommendations for designing rates utilizing a One Water approach.

The successful Proponent will provide professional and technical services for the development of a comprehensive and integrated cost of service study and rate design recommendations utilizing a One Water approach for the provision of Water, Wastewater and Stormwater services as a fully integrated utility. The cost-of-service study and rate design recommendations will be consistent with generally accepted regulatory principles and methodologies established by the American Water Works Association (AWWA), the Water Environment Federation (WEF) and other relevant water industry standards.

Adopting a One Water approach and optimizing resource utilization across the entire water cycle also requires a fresh perspective in the development of an integrated cost of service study and related rate design recommendations that will support EWS’ future integrated and consolidated PBR application.

The results of the cost-of-service study, related analysis and rate models will be used to design cost-based and equitable wholesale and retail water rates, sanitary wastewater collection and treatment rates and stormwater rates.
