Description

Title: High Penetration Renewable (Wind and Solar) Energy in Selected Canadian Power Networks - Reliability Study with Integration Costs.

Solicitation Number: 5000088713R

1. Description

The objective of this study is to obtain information on reliability risks and opportunities of a future Canadianbulk power system (BPS) with a large penetration of VRE resources. Reliability, as defined by NERC, consists of: 1) “adequacy” which relates to capability of the system to supply power at all times, given certain allowable standard times in outage, while providing for system reserves to cater for scheduled and reasonably expected unscheduled outages, and 2) “operating reliability”, which relates to the ability of the system to sustain and respond to disturbances (faults and large outages) and sudden changes in balance between supply and demand (significant generation and load variations) and to return to nominal frequency, voltage and power flows in a short time. Provision of adequate inertia for frequency control, reactive power for voltage control and ramping power are among the operating reliability-related measures required from the grid operators. Three sample power regions of Canada must be examined for these high penetration cases.
