Solicitation Summary

The purpose of this position is to assist the MSDE, Division of Early Intervention and Special Education Services (DEI/SES) to:

  1. Ensure access to grade-level academic standards with a focus on the essential elements of the Maryland College and Career Ready Standards.
  2. Ensure all students with disabilities receive high-quality instruction and services that will result in progress toward academic and functional standards, graduation, and meaningful post- secondary outcomes.
  3. Ensure data-driven IEP team decision-making regarding eligibility, disability, placement, and instruction and assessment; and
  4. Ensure that the intended results, i.e., a reduction in the learning gap, are achieved.

The selected Offeror shall serve as a consultant to work during a one-year contract to do the
following:
  1. Attend mandatory training for each monitoring to be completed.
  1. Utilize MSDE developed rubrics and elevate, Maryland’s Performance System to monitor:
  1. The IEPs for students with disabilities in the local school systems and state-operated programs. Collect data from IEP reviews and document the results to determine if procedures are consistent with State guidance.
  2. Compliance and data-driven decision-making regarding meeting eligibility criteria for participation in the Alternate Framework Alternate; and
  3. Specially designed instruction in reading, math, and written language.

3. Document trends, summarize data, and provide initial analysis to support technical assistance and training pertaining to the Maryland general and alternate assessments and IEP Specially Designed Instruction.
  1. Use technical resources in the collection and analysis of data; and
  2. Maintain a monthly work log of activities to be submitted to the Monitoring and Accountability Section with your monthly expense report and disbursement chart.
