Project Description: The Borough of East Stroudsburg will receive sealed bids online via the PennBid ™ Program for the Purchase of Asphalt Materials until 1:00 p.m. prevailing time, on Friday, July 11, 2025, at which time, all bids will be opened online and then publicly read aloud at the Council Chambers at the Borough of East Stroudsburg, 24 Analomink Street, East Stroudsburg, PA 18301. The contract period will begin July 16, 2025, and end July 15, 2026.
The general Scope of Work under this Contract includes the purchase of Superpave Asphalt Mixture Design, WMA Wearing Course, PG 64-22, 0.3-3 Million ESALs, 9.5 mm Mix, SRL-L (PennDOT) for road repair work. The Borough will provide transportation for the material from the plant to the project site. Asphalt materials provided to the Borough shall be in accordance with the Pennsylvania Department of Transportation Specifications, Publication 408, Change 10, effective April 11, 2025, or most recent revision at the time of bidding (hereinafter referred to as Publication 408). All asphalt materials will require PennDOT certification.
Bidding Documents, including specifications and bid sheets, may be viewed, and ordered online by registering with PennBID. All Bidding Documents are available at no cost at https://pennbid.bonfirehub.com. The Successful bidder is responsible for the PennBid fee. Documents will be available beginning on June 30, 2025.
Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Borough of East Stroudsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check, cash or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time.
The successful bidder shall within the ten (10) days of notification from the Borough furnish a performance bond in the amount of 100% of the total cost of the contract, as security to faithful. The bond shall be issued by an approved surety company authorized to transact business within the Commonwealth of Pennsylvania, and proof of the same shall be submitted to the satisfaction of the Borough. Agents of the bonding company shall furnish the necessary Power of Attorney, bearing the seal of the company and evidencing such agents as authority to execute the particular type of bond to be furnished, as well as the right of the surety company to conduct business in the Commonwealth.
Attention is called to the fact that a Non-Collusion Affidavit is required to be submitted as part of each bid.
Bids may be held by the Borough of East Stroudsburg for up to 30 days from the date of the Bid Opening for the purpose of reviewing the bids and investigating the qualifications of bidders before making a decision.
The Borough of East Stroudsburg reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Borough, and to reject any or all proposals.
