PROJECT TITLE:  South Mountain Secure Treatment Unit – Building Improvements
PROJECT LOCATION:  10056 South Mountain Road, South Mountain, PA 17261

This Project is advertising for PROFESSIONAL SELECTIONS for design and/or engineering services.

BRIEF DESCRIPTION: The purpose of this project is to improve operational efficiency and add needed program spaces to the South Mountain Secure Treatment Unit. This facility is the only Secure Treatment Unit in the DHS portfolio without a Dining Area. Work includes but is not limited to an addition providing kitchen/dining/laundry areas, administration offices, and a vocational classroom.  Other work includes renovations of the office and loading dock areas, conversion of the gymnasium to a weight room and modifications to the secure perimeter fencing.

ESTIMATED CONSTRUCTION COST: $7,700,000.00.

APPLICATION DUE DATE WEDNESDAY, JULY 15, 2026, AT 4:30 P.M.

The Department of General Services Capital Programs and the Office of Business Inclusion and Supplier Development identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants must agree to meet all SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project Trimble Unity Construct (previously e-Builder) solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation.

The Goals for SDB participation: 21%
The Goals for VBE participation: 3%

APPLICATIONS FOR THIS PROJECT WILL ONLY BE ACCEPTED THROUGH A TRIMBLE UNITY CONSTRUCT (PREVIOUSLY E-BUILDER) BIDDING PORTAL.  A video tutorial is available on the Trimble Unity Construct site for first time users to learn how to navigate the platform.  Technical support is also available via email at support@e-builder.net or by phone at 1-888-288-5717.  Due to technical limitations, Professional Selections projects must be viewed using a Windows PC. At this time, mobile devices are not supported.
