Project Description: Cumberland Township (The Owner) will receive bids for the Project entitled Cumberland Township Municipal Building Addition and Renovations located at 1370 Fairfield Road, Gettysburg, Pennsylvania 17325. Bid will be received for the following Prime Contracts: Contract No. 1 – General Contract Contract No. 2 – HVAC Contract Contract No. 3 – Plumbing Contract Contract No. 4 – Electrical Contract
Bids shall be submitted electronically through the PennBid Program, http://pennbid.bonfirehub.com prior to 2:00 pm on February 4, 2025. Bids will be opened publicly and read aloud shortly thereafter at the Township Temporary Office located at 730 Chambersburg Road, in the large assembly area of that building.
The Addition and Renovations to the Cumberland Township’s Municipal Campus and Police Department Building is being funded, in part, with grant monies from the Redevelopment Assistance Capital Program (RACP) and Statewide Local Share Account Program (LSA) and all RACP and LSA requirements will apply. By submitting a bid for this Project, the bidder acknowledges that RACP and LSA requirements shall apply and agrees to adhere to the same.
Project includes an addition to the existing building and interior and exterior renovations including reroofing, concrete masonry wall, bullet resistant glazing and security specialties. Project will also include sitework including new grading, paving and sidewalks.
A MANDATORY PRE-BID MEETING / SITE VISIT will be held for all Bidders on Monday, January 6, 2025 at 9:00 AM local prevailing time, at the Project Site. After this meeting the power to the building will be turned off.
There will be one additional site visit held on Monday, January 13, 2025 at 9:00 AM local prevailing time, at the Project Site. Only companies attending the first pre-bid meeting will be permitted to attend the second pre-bid meeting. No additional times will be available for bidders to visit the site.
Bidding Documents (including all contract documents and bid specifications) will be available starting December 11, 2024 through the PennBid/Bonfire Program http://pennbid.bonfirehub.com. Bids shall by submitted only on the Proposal Form within Pennbid/Bonfire. Bidders cannot change, modify, delete or make additions to the wording to any of the Bidding Documents including, but not limited to, the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. ALL QUESTIONS AND/OR INQUIRIES REGARDING THE BIDDING DOCUMENTS SHALL BE SUBMITTED VIA PENNBID’S “CLARIFICATIONS” TAB. Bidding Documents may only be modified by Addendum issued prior to the Bid opening date.
Bidding Documents, including Project Manual and Drawings, are only available in pdf format through the PennBid/Bonfire Program http://pennbid.bonfirehub.com. The pennbid.bonfirehub will be utilized for distribution of documents, receiving questions and distributing clarifications during the bid period; and receiving all bids.
Each bid shall be accompanied by a bid security in the form of AIA Document A310 Bid Bond, from an approved Surety Company, certified check, or cashier’s check payable to the Owner, in an amount of not less than ten percent (10%) of the amount of the Base Bid. If the Bid Security is provided by check, a scan of check shall be submitted with bid, with the original being provided within two (2) business days of bid opening if bidder is the apparent low responsible bidder.
A Performance and Payment Bond, each in the amount of one hundred percent (100%) of the estimated contract price, shall be required from the Successful Bidder. A non-collusion affidavit is required for this Bid.
The Work of the Project shall commence no later than ten (10) days after the date indicated in Notice to Proceed.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.
Notice is given that the Project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work.
Successful bidders, including all Prime Contractors, subcontractors and third tier subcontractors shall furnish Certificates of General Liability Insurance naming Cumberland Township, Commonwealth of Pennsylvania, and Commonwealth Financing Authority as “Additional Insureds”.
The Owner reserves the right to reject any or all bids, waive any defects, errors, omissions, irregularities, or informalities in bids or the bid procedure, and to accept any bid which it may deem to be in the best interest of the Township.
