High Mobility Multipurpose Wheeled Vehicles (HMMWV) W56HZV-17-D-0071 P00068

Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to issue a sole source Request for Proposal (RFP) to AM General, LLC, South Bend, Indiana for High Mobility Multipurpose Wheeled Vehicle (HMMWV) Expanded Capacity Vehicles (ECVs) that comply with Automotive Tank Purchase Description 2099. The RFP (Contract W56HZV-17-D-0071, Modification P00068) will be sole source in accordance with the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Modification P00068 is planned to add pricing for Ordering Year 9 (OY9) and Ordering Year 10 (OY10) to the firm-fixed-price, requirements contract W56HZV-17-D-0071 with AM General LLC. The modification will procure an estimated 2,666 HMMWV ECVs and contractor unique spare parts packages to fill U.S. Armed Forces and Foreign Military Sales (FMS) requirements for various customers. (Note: The contractor unique spare parts packages will only be procured for FMS customers.) The RFP is expected to be released in the 2nd quarter of Fiscal Year 2025. The proposal will be due approximately 30 days after the RFP is released. Modification award is anticipated in the 3rd quarter of Fiscal Year 2025.

AM General is the only known qualified source for this procurement as the Government does not currently have a competitive Technical Data Package (TDP), which is required to manufacture the following HMMWV ECV variants: M1151, M1151A1, M1151A1B1, M1152, M1152A1, M1152A1B2, M1165, M1165A1, M1165A1B3, M1167, HMMWV ECV 2 Man Rev1B Rolling Chassis and HMMWV ECV Rolling Chassis.

The variants include components such as updated armor package, air conditioning system, Automotive Improvement Program (AIP) components, and Reliability Enhancement Vehicle (REV) components that improve protection, engine cooling, and vehicle suspension for increased survivability, reliability, and performance. These integrated upgrades are proprietary to AM General.

The NAICS code for this acquisition is 336992. The inspection/acceptance and FOB points are Origin.

Although it is the Government's intent to solicit and negotiate with only one source, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
