Sealed bids for the GRAND OAKS SEWER REHABILITATION PROJECT will be received by the Northeast Public Sewer District until 2:00 p.m. local time on Monday, May 25, 2026 at the District Office, 1041 Gravois Road, Fenton, MO 63026, where at that place and time all bids that have been duly received will be publicly opened and read aloud. Any bids received after such date and time shall be returned unopened.
Bids shall be submitted in sealed envelopes and marked “Grand Oaks Sewer Rehabilitation Project”.

Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity’s enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.
The Project is subject to the requirements of Section 292.675 RSMo, which requires all contractor or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (OSHA) or a similar program approved by the Missouri department of Labor and Industrial Relations that is at least as stringent as an approve OSHA program.
Bid security in the amount of 5 percent of the Bidder’s Maximum Bid Price must accompany each Bid, as stated in the Instructions to Bidders.
A pre-bid meeting will be held at 2:00 PM local time on Tuesday, May 19, 2026 at Northeast Public Sewer District’s Office located at 1041 Gravois Road, Fenton, MO 63026.
All work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u. Successful bidder agrees to comply with HUD’S regulations in 24 CFR Part 135.
The project is a federally-funded prevailing wage project which triggers Federal Labor Standards Compliance. The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. The Northeast Public Sewer District reserves the right to award the contract to the lowest and best, responsive and responsible bidder, to reject any and all bids, and to waive all informalities in the bids. No bids may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of bids.
