2026 WATER SERVICE LINE HYDRO EXCAVATION AND MATERIAL IDENTIFICATION
INTRODUCTION
The City of Wheaton is seeking proposals from qualified contractors to perform hydro excavation and
material identification for 250 water service lines. This project supports the City’s ongoing compliance
with state and federal lead service line inventory requirements. The objective is to accurately identify
and document water service line material at two specific points: the City side and private side at the
curb valve (b-box). It is the intent of the City to hire a single-qualified contractor that can perform the
following services:
• Project Management and Scheduling
• Hydro Excavation (Potholing)
• Material Identification and Documentation
• Site Restoration
• Reporting and Data Management
CONTRACT TERM & EXTENSIONS
This Agreement shall become effective upon the latter of the date accepted and signed by the City
and the date accepted and signed by the Contractor and shall continue in full force and effect for
one (1) year. The City, at its option, may extend this Agreement (the “Option”) for one (1)
additional one-year terms if the Service Provider agrees to honor the prices, and all terms,
conditions, and specifications of this Agreement. If the City exercises this Option, the extended
Agreement shall be considered to include this Option provision.
BACKGROUND
In accordance with the Illinois Lead Service Line Replacement and Notification Act (415 ILCS
5/17.12), the City of Wheaton is maintaining a comprehensive inventory of all water service
lines within its jurisdiction. To ensure the accuracy of this inventory, physical verification of
service line materials is required where records are incomplete or "unknown".
PROJECT GOALS
The City anticipates the following performance expectations:
• Identify the service material for 250 services during the 2026 calendar year. All work for
this project must be completed by December 31, 2026, unless extended by the City.
• Identify materials at both the City side and Private side of the b-box for each location.
• Maintain consistent productivity and professional communication with residents.
• Provide timely and accurate reporting of survey results to the City.

SCOPE OF SERVICES
The scope of services includes hydro excavating the parkway at the selected B-Box locations to
the top of all residential domestic water services lines to determine the type of pipe material.
Material type shall be classified as copper, lead, galvanized iron or steel. This work shall include
identifying the type of material at both the public and private side. Each water service located
shall be photographed and documented. All excavations will be a minimum of 18 inches on
either side of the center of the B-Box to ensure proper material identification on both the
public and private side are achieved. The City estimates the contractor will perform
approximately 250 hydro excavations located in the parkway adjacent to various residential
addresses.
The selected contractor shall be responsible for the following scope of work:
1. General Requirements
• Utility Coordination: The contractor shall arrange for J.U.L.I.E. markings at all project
sites prior to excavation.
• Resident Notification: Generate relevant construction notifications and coordinate with
impacted residents regarding scheduling.
• Standard of Work: All work must comply with applicable IEPA and federal guidance for
service line material identification.
2. Hydro Excavation and Identification
• Execution: Perform hydro excavation (potholing) to expose a minimum of 18 inches of
either side of the b-box to ensure material identification of the service line at the City
side and Private side of the b-box.
• Material Verification: Identify and record the material type (e.g., copper, lead,
galvanized, or plastic).
• Documentation: Take clear, date-stamped photographs of the exposed service line at
both the City side and Private side of the b-box for every location.
3. Site Restoration (Per Appendix A)
• Backfill: Potholes must be backfilled with CA-6 aggregate and compacted immediately
following material verification.
• Restoration: In grass areas, restoration shall consist of eight (8) inches of topsoil
covered with grass seed.

• Compliance: All work must adhere to the City of Wheaton Restoration Standards
(outlined in Appendix A) for street, asphalt, driveways, sidewalks, parkways, and curbs.
4. Deliverables and Reporting
• Weekly Reports: Submit survey results, including material types and photographic
evidence, to the City on a weekly basis.
• Final Data: Furnish a final report in Microsoft Excel format detailing all 250 service
identifications. Information shall include, at a minimum, location address, water service
material for both City side and Private side of the B-box, and service size for both City
side and Private side of the B-box.
QUOTE REQUIREMENTS
Proposals must include the following components:
• Company Qualifications: Description of relevant experience with hydro excavation and
lead service line identification.
• Staffing Plan: Proposed staffing levels and estimated daily production capacity.
• Pricing: A per-service rate for UTILITY POTHOLING, per-service rate for LANDSCAPE
RESTORATION, and a total project cost.
• Timeline: A proposed project schedule to complete all 250 identifications within the
2026 construction season.
• Licensing/Insurance: Proof of required professional licenses and insurance certificates
as outlined in the City’s standard requirements.
COMPENSATION
EXCAVATING AND BACKFILLING OF POTHOLES will be paid for at the contract unit price of EACH
water service, which price shall include hydro excavating 2 potholes 18” of either side of the B-
box down to the service line, disposal of spoils and all costs in full for materials, labor,
equipment and all incidental work necessary to complete the work as specified.
RESTORATION will be paid for at the contract unit price of EACH water service. Price shall
include all costs in full for materials, labor, equipment and all incidental work necessary to
complete the work as specified. Direct costs will be charged at the actual rate incurred with no
markup.

ADDENDA
All questions, clarifications or revisions regarding this bid will be issued via a written addendum
and published on the City’s website. Each Vendor shall acknowledge receipt of any addenda on
the Cost Proposal form. Each Vendor, by acknowledging receipt of any addenda, is responsible for
the content of the addenda and any changes to the bid. Failure to acknowledge issued addenda
may cause the bid submittal to be rejected.
BID SUBMITTAL
Submittals shall be received no later than May 7, 2026, at 11:00 am (CST). Late submissions will
not be accepted. An original Bid Bond shall be included with each bid submittal. Copies will not
be accepted.
