INVITATION TO BID
Notice is hereby given that the City of Atlantic Beach, Florida, will receive sealed bids, submitted, IN
TRIPLICATE, at the Office of the Procurement Manager, City Hall, 800 Seminole Road, Atlantic Beach,
Florida, 32233, until 2:45 PM, Wednesday, April 22, 2026, for the WTP No. 3 Chlorination Upgrade project.
Thereafter, at 3:00 PM, the bids will be opened in the City Hall Commission Chambers, 800 Seminole Road,
Atlantic Beach, FL 32233.
Bids shall be enclosed in an envelope endorsed " BID NO. 2526-12: WTP NO.3 CHLORINATION UPGRADE
PROJECT, TO BE OPENED AT 3:00 PM, WEDNESDAY, APRIL 22, 2026.” Complete Specifications will be

Utilities Department, 902 Assisi Lane E, Jacksonville, FL 32233.
The work consists of the demolition and removal of the existing gas chlorine tanks, gas detection
equipment, fill equipment, hoist, crane rail, solenoids, injection systems and all associated control
systems. The Contractor shall furnish and install two (2) 500-gallon double- walled liquid chlorine storage
tanks, complete with chemical feed pumps and all required valves, piping, supports and appurtenances.
The work shall also include all necessary electrical conduit, wiring, control systems and panels required
to provide a complete and fully operational chlorine storage and feed system as described in the
Contract Documents.
The project site is located at WTP No. 3, 902 Assisi Lane, Jacksonville, FL 32233.

7. Financial: Bidders shall submit copies of their certified financial statements for the past two (2) years.
8. Proof of Experience: Bidders shall submit proof of a minimum of three (3) years’ experience with
selected similar projects of the same size and scope as this project or service. Bidders MUST provide a
brief description of the past/ current projects. Include the title of the project, company name that
work was performed for and start and end dates. The projects must be of the same nature as this
project or service.
9. Proof of Insurance: Bidders shall submit a current Certificate of Insurance ( COI) showing that the
bidder has obtained, and will continue to carry Workers’ Compensation, public and private liability
and property damage insurance during the life of the contract. Awarded bidder will be required to
provide a COI with the City listed as an Additional Insured.
10. Positive References: Bidders shall submit a minimum of three (3) references, including contact name,
title, company name, current phone numbers and e-mail addresses from companies or individuals for

whom the bidder has performed work of a comparable size and nature as this project or service,
during the past three (3) years.
11. Written confirmation of receipt of any addenda.
Failure to complete and return these required forms with the bid submittal will make the bid non-
responsive and provide a basis for rejection.
All Bids must be made on the forms provided, properly executed, placed in an envelope and mailed or
delivered in accordance with this Invitation to Bid.
A Performance and Payment Bond will be required of the successful bidder. Bid prices must remain valid
for ninety ( 90) days after the public opening of the bids. Goods and services proposed shall meet all
requirements of the Ordinances of the City of Atlantic Beach.
The City of Atlantic Beach reserves the right to reject any or all bids or parts of bids, waive informalities
and technicalities, make award in whole or in part with or without cause, and to make the award in what
is deemed to be in the best interest of the City of Atlantic Beach.
ANTI- COLLUSION REQUIREMENT: Under no circumstances shall any prospective proposer, or any
person or persons acting for or on behalf of any said prospective bidder, seek to influence or gain the
support of any member of the City Commission or the City Staff favorable to the interest of any
prospective bidder or seek to influence or gain the support of any member of the City Commission or City
Staff against the interest of any prospective bidder. Any such activities shall result in the exclusion of the
prospective proposer from consideration by the City.
A person or affiliate who has been placed on the convicted vendor list following a conviction for a public
entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may
not submit a bid on a contract with a public entity for the construction or repair of a public building or
public work, may not submit bids on leases of real property to a public entity, may not be awarded or
perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public
entity, and may not transact business with any public entity in excess of the threshold amount provided
in Section 287.017, for a period of 36 months from the date of being placed on the convicted vendor list.

An entity or affiliate who has been placed on the discriminatory vendor list may not submit a bid on a
contract to provide goods or services to a public entity, may not submit a bid on a contract with a public
entity for the construction or repair of a public building or public work, may not submit bids on leases of
real property to a public entity, may not award or perform work as a contractor, supplier, subcontractor
or consultant under contract with any public entity, and may not transact business with any public entity.
