Proposals will be opened and read aloud at the 2nd Floor Conference Room, 240 Constitution Boulevard,
Dallas, Georgia 30132 shortly after 10:00 am EST. Proposals received after the designated time will not
be considered. The OWNER of the project is the Paulding County Board of Commissioners. The
Engineer/Architect for the project is Paulding County Department of Transportation.
The approximate extent and character of the Work is generally described as follows:
DESCRIPTION: Due West Road at SR92 Realignment Project.
Project consists of realigning the current side street stop-controlled intersection of Due
West Road at SR92. The new alignment will move the western portion of Due West Road
680ft south of the current intersection and a traffic signal installed at the new intersection
with SR92. The existing Due West alignment will be barricaded and remaining roadway
will be used as a local access road for adjacent properties.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents will be available for review by prospective Bidders at the Paulding County
Purchasing Office, 240 Constitution Blvd, Dallas, Georgia 30132, 2nd floor. To obtain Bid Documents,
submit a written request via email to purchase@paulding.gov stating your name, company and contact
information. The telephone number to the Purchasing Department is 770-443-7512. All questions about
the bid process, plans or specifications must be submitted in writing to purchase@paulding.gov.
The Completion date for this project is fifteen (15) months from notice to proceed.
This project does carry an early completion incentive of $638 per calendar day from the time that
the new alignment is open to traffic with pavement, traffic striping, and traffic signal all
substantially complete, until final inspection or the designated completion date, whichever is lesser.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the
owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the
OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the
contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds, for 100% of the
contract amount, with the executed Agreement meeting the requirements of the Contract Documents and
executed on the forms attached to the Agreement. The terms and time for payment are set forth in the
Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal
Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be
licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the
State of Georgia.
Requests for payments are due by the FIFTH (5th) of the month for payment by the TWENTIETH (20th)
of the month less 5% retainage. Retainage (5%) is to be held until final acceptance of the project by the
Paulding County Department of Transportation.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
All work performed for this project will be IAW Georgia Department of Transportation Standard
Specification for Construction of Roads and Bridges, Current Edition, and attached modifications and
special provisions.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed
envelope containing a Bid must be plainly marked on the outside as, “BID ENCLOSED- Bid No. 26029-
1519, Due West Road at SR92 Realignment Project”. If bid is forwarded by mail, the sealed envelope
containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the
address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
