SUMMARY
The Department of Parks & Recreation is seeking qualified bids on full ballfield renovations
(4 fields) and laser grading (6 fields) for competitive Little League and Softball fields.
Ballfields will be brought up to standard for safety, playability, irrigation, erosion, and
drainage. Additional Alternate parks noted (full ballfield renovations, 2 fields). Owner
intends to secure DuraEdge Field Assurance plans - workmanship and materials to qualify.

CONTRACTOR QUALIFICATIONS
Interested bidders shall be deemed experienced by providing BOTH:
1. American Sports Builder Field Builder Certification (CFB) held by prime Contractor.
2. References and Owner contact information for THREE previously completed full
ballfield renovations since 2020.
CONTRACTING
Work will be contracted through a City of Durham Small Construction Contract.
CONSTRUCTION SCHEDULE
Once contract is fully executed by both parties:
* Contractor may schedule work with a minimum of 7-day notice to Owner.
* Work is to be completed within 5 consecutive days per site (barring weather).
* Work for Base Bid parks to TAKE PLACE BETWEEN June 8 - July 31, 2026.
* If Alternate sites are accepted, the contract end date will be adjusted accordingly.

EQUAL BUSINESS OPPORTUNITY PROGRAM
It is the policy of the City to provide equal opportunities for City contracting to underutilized

OWNER'S RESPONSIBILITIES
The Contractor may rely upon the Owner to:
* Provide access to City property and park areas as necessary,
* Review material submittals in a timely fashion,
* Hold a Pre-Construction on site with Contractor to determine staging areas and
access points,
* Provide signage for park users regarding the maintenance closure,
* Inspection of work, close out punch list communication, and payment per contract
stipulations.
PROJECT CONDITIONS
1. Field Verify: Contractor shall field verify all measurements at start of contract to verify
Owner-provided material estimates.
2. Site Preparation: Contractor to provide whatever means necessary to protect all existing
features scheduled to remain within the project area including existing structures, light
poles, underground conduit/wires, irrigation, walkways and drives, guard rails, gates,
signage, grass, trees, and vegetation, parking lots, and driveways. Damage will be
repaired or replaced at the Contractor's expense. It is the Contractor's responsibility to
document existing conditions in the event of a damage claim by the facility users or the
Owner.
3. Pre-Construction Meeting: Contractor and Owner's Representatives shall meet at each
project site and review Scope of Work, construction logistics, staging areas, and identify
any foreseeable concerns.

4. Material storage: Contractor to stage materials on site in agreed upon designated areas.
Loose materials must be stored on a protective surface to eliminate long lasting impact
to site. Park driveways and lots must remain open for general park use.
5. Utilities: Contractor to provide where necessary to accomplish complete Scope of Work.
6. Cleaning up: All debris shall be cleaned from work areas and driveways throughout
project duration; common parking lots and drives to be swept and materials to be
stockpiled neatly.
At project completion, all equipment ruts to be graded smooth and treated with seed and
straw. Dirt and debris must be swept off drives, roads, and lots.
7. Disposal: All construction debris and waste materials shall be recycled or properly
disposed of off-site at a licensed facility. Contractor is responsible for all dumping fees.
8. Submittals:
ANY AND ALL new materials to remain on site after construction require detailed
submittals sent to the Owner's Representative for review and approval prior to ordering.

SCOPE OF WORK

I. BASE BID SITES - FULL BALLFIELD RENOVATIONS

A. SUMMARY
This is a turnkey ballfield renovation project for Little League play on FOUR ballfields. The
project includes replenishing existing DuraEdge skinned infields, grading for drainage and
player safety, rebuilding pitcher mounds, and base plate replacement. Existing irrigation in
all infields and outfields to remain.
The Contractor shall restore ballfields with a series of treatment, grading, and material
amendments. The completed system shall conform with CFB best practices and ASTM
F 2107-08 (2020). The Owner's material takeoff estimate is provided below for bidding
equity. If additional materials are needed, the Contractor must request a Change Order
justification in writing for Owner's consideration. Any adjustment, up or down, will be at the
bid Unit Price rate. The Contractor will not be compensated for additional materials without
a fully executed Change Order.
This Scope of Work and subsequent bid shall include all materials, freight, storage,
installation, equipment, and labor necessary to complete full ballfield renovations.

C. PREPARATION
1. Remove base anchors, base plates, home base clay bricks and pitching rubber.
Materials to be replaced with new.
2. For the infield, Contractor shall set:
a. Appropriate infield high point for Little League play,
b. Perimeter grade elevation set prior to installing the 2" cap,
c. 6" pitcher's mound,
i. Check alignment, height and distance of pitching rubber and mound grade
and adjust as needed to Section B. MEASUREMENTS.
ii. Excavate, compact, and set clay brick pitcher's mound base.

D. BALLFIELD RENOVATION
1. Remove material and level as needed to ensure proper preparation for full DuraEdge
system renovation.
2. Install DuraEdge Classic per manufacturer's instruction.

4. Laser grade 0.5 - 1.5% infield slope towards baseline for proper drainage,
5. Establish proper infield/outfield transition zone for player safety,
6. Re-edge all grass borders along base paths, infield perimeter, home plate circle and
pitching mound to redefine edges,
7. Re-sod outfield/infield edge as needed to reestablish pre-existing FIELD ELEVATIONS
and proper drainage.

E. FINISHING
1. BASE SYSTEM & PITCHING MOUND - ALL FOUR FIELDS
Install NEW Rogers Break Away Base System for Little League play at correct height,
alignment, and distance:
a. Base plates and anchors (6),
b. home base clay bricks in batter's boxes, and
c. pitcher's mound constructed with clay brick.
2. FENCE CAP - CM HERNDON PARK, Estimated 1,270 linear foot TOTAL
a. Remove FENCE CAPS and install NEW Safety Top Cap or equivalent in Yellow.
3. DRAG FIELDS - ALL FOUR FIELDS
a. Drag fields.
b. Cleanup site including staging areas.
F. CLOSE OUT
1. Provide Owner:
a. Finished elevation points and measurements.
b. DuraEdge Certified Installation and Warranty documentation for Field Assurance
Plan qualification.
