This is not a solicitation for bids or proposals. This is a notice of intent to purchase a product without seeking competition.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).

Describe, in layman’s terms, the product or service to be purchased and the purpose it will serve:
A desktop CNC milling machine to be used for training students and concurrent enrollment instructors
Cost: $ 10995.00

Numerous Haas Desktop mills owned by the high schools that teach concurrent enrollment sections of SLCC’s CNC machining course.
Each machine has an expected lifetime of 15-20 years before wearing out or becoming obsolete technology.
These were ordered from Monckton’s Machinery, now called Productivity Inc. They are the sole authorized distributor of new Haas machinery for the territory including Utah.
Why must this purchase be compatible with the products/services listed above?
The requested desktop machine is intended to train students on rudimentary cnc mill usage prior to using the large machines listed above. All these machines use the Haas CNC Contol, which is one of the most common within industry (65% US market share) and the students are most likely to encounter in the job market.
The requested item is identical to the training machines being purchased by local high schools/applied tech centers who will be running concurrent enrollment sections of SLCC’s classes. The initial training of those HS instructors would occur on the requested machines, at SLCC under the supervision of our Machining instructors. Thus they would be trained on machines identical to what they will be teaching on.

Rotary table
Describe, in layman’s terms, the product or service to be purchased and the purpose it will serve: A rotary table (workholding device) to be installed on our Haas TM1P CNC machining center. It will be used to teach our students programming techniques for increasingly common “3+1” and full 4th axis machining used in industry.

Why must this purchase be compatible with the products/services listed above?
The item requested adds an additional axis of motion to the TM1 machining center, which means it needs to communicate with the CNC’s control panel to synchronize its movement. If the rotary table can’t communicate with the control panel, it will not function. The third-party manufacturers of rotary tables we have researched do not guarantee full integration of their products with our machine. We are therefore requesting a Haas rotary table to go on our Haas CNC machine, to provide seamless integration of the new function, ensure compatibility with our machine, and access to full factory support and warranty in the event any issues are encountered.
What is unique about the product or service? List specific features, specifications, or attributes of the requested product or service which are not found in competitors’ product or service.
I)This is the only rotary table we have found that will both a) fit within the enclosure of our CNC machine, and b) has 100% guaranteed integration with the controller of our CNC machine.
II)Regarding sellers: Haas divides its local dealers into territories, and, purchasers of new Haas products may only do so directly from the Haas Factory Outlet (HFO) of the territory in which they reside. As our assigned HFO, Productivity Inc. is the only vendor from whom a new Haas rotary table (complete with full warranty and factory support) would be available for SLCC to purchase.
Explain why the unique features listed above are needed.
I)Any rotary table purchased will need to fit on the machine we have available, and be able to fully integrate with said machine’s controller, otherwise it is of no use to us.
II) Without purchase from the authorized HFO, this item cannot be obtained in new condition and would not carry full factory warranty and post-purchase support.

Other rotary table brands were researched for compatibility with Haas machines, to include Kitagawa, Tsudakoma, and Nikken. Only one (Tsudakoma) stated in writing that its product was compatible with Haas, However, these were only on larger items which did not fit within the size envelope of the enclosure on TM1P which SLCC owns.

Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
