Summary

The proposed San Mateo County Transportation Infrastructure Adaptation and Resilience Improvement Plan (Project) will build on the efforts of previous climate adaptation planning to advance transportation infrastructure adaptation needs and strategies, with a particular focus on vulnerable communities. Implementation of the Project recommendations will further address vulnerable community needs by providing customized solutions to address the impacts of climate change in these communities. The proposed Project will address transportation infrastructure climate and resiliency vulnerabilities and result in a transportation projects prioritization list and 30% conceptual designs incorporated into a final report to advance to subsequent stages of funding and implementation.



Background

San Mateo County is one of the most at-risk counties in the country with respect to the impending consequences of climate change. The County has the greatest population of any county in California living within projected inundation areas and an estimated $39.1 billion in assets at risk to flooding in the next 50-100 years. Communities face additional and severe climate risks in the coming decades. The biggest challenges include coastal flooding and erosion, and upland flooding from increasing extreme precipitation events. The compounding effects of these climate-related impacts highlight the urgent need for proactive and adaptive measures within the County transportation infrastructure to ensure its resilience in the face of a changing climate.

The proposed Project will build on the efforts of past and current climate adaptation planning to advance transportation infrastructure adaptation needs and strategies. This Project will directly engage with County residents and businesses, including disadvantaged and low- income communities, and identify, prioritize, and plan infrastructure recommendations to improve access, safety and reliability on highways, local roads and public transit assets within the County.
