1. OVERVIEW:
1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the
Department of Buildings and General Services (hereinafter the "State") is seeking to on
behalf of the Department of Forests, Parks and Recreation, establish a contract with a
Construction Management firm to provide Construction Management services
(hereinafter the "CM") for the Construction of Rustic Cabins at New Discovery State
Park, Marshfield, VT and additionally at Lake Carmi State Park, Franklin, VT if
economically feasible.
1.2. CONTRACT PERIOD: The State anticipates the contract start date will be May 1, 2026
(see Section 5 - Project Schedule for specific proposed dates).
1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be
addressed in writing to the State Contact listed on the front page of this RFP. Actual or
attempted contact with any other individual from the State concerning this RFP is strictly
prohibited and may result in disqualification.
1.4. BIDDERS' CONFERENCE: A non-mandatory bidder's conference will be held in
person at the date and time indicated on the front page of this RFP. A dial-in option will
be provided as well. This conference will provide an opportunity for the State to discuss
some of the details of this RFP as well as to allow bidders to ask questions. This will
supplement the Q and A period of the bid. No onsite conference is planned; the
attached preliminary site plans provide context. The sites remain open to the public for
bidder visits at your discretion and self-guidance. No formal state-accompanied
walkthroughs should be requested and none will be provided. These cabins are going
into established campgrounds on established sites.
1.4.1. The in-person option Bidders Conference will be held at the ANR offices at
1 National Life Drive, Davis 1, Montpelier, VT . Enter through the "State"
Entrance near the middle of the structure. Please arrive at least 15 minutes
early to clear security and to be directed to the conference room. A valid
government issued ID is required by Security.

1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of
this RFP or wishing to comment on any requirement of the RFP must submit specific
questions in writing no later than the deadline for question indicated on the first page of
this RFP. Questions may be e-mailed to the point of contact on the front page of this
RFP. Questions or comments not raised in writing on or before the last day of the
question period are thereafter waived. At the close of the question period a copy of all
questions or comments and the State's responses will be posted on the State's web site
http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort will be made to post this
information as soon as possible after the question period ends, contingent on the
number and complexity of the questions.
1.6. CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the
State through the issuance of an Addendum to this RFP and posted online at
http://www.bgs.state.vt.us/pca/bids/bids.php . Modifications from any other source are
not to be considered.

contractors with updated information. It is the responsibility of each contractor
to periodically check the posting site for any and all notifications, releases and
addendums associated with the RFP.
1.7.1. SPECIAL INCENTIVES
1.7.1.1. The spirit of this request and the intent of this project is to maximize the
economic benefit of this investment to the State Park system. Therefore,
flexibility and incentives are built into this RFP. The reader is encouraged to
find those incentives in the text and opportunities in the project while
formulating their response.
1.7.2. BONDING: Full bonding is required for this Project.
1.7.3. It is the Bidder's responsibility to thoroughly read and comply with all instructions
and requirements of this bid solicitation. Your attention is directed to the special
instructions regarding the bid proposal submissions. Please follow the Instructions
to Bidders carefully.
1.8. FUNDING SOURCE
1.8.1. This project is being funded through the Vermont Capital Construction Act funds.
1.8.1.1. Projects undertaken by FPR are exempt from State Prevailing wage in
accordance with 29 V.S.A. 161. Requirements on State construction
projects.
2. DETAILED REQUIREMENTS/DESIRED OUTCOMES:
2.1. The CM will join the project at the beginning of the Design Development phase. The CM
will be required to participate in the design process in order to enhance constructability and
design quality, reduce amount of change orders, control costs and reduce the length of the
overall construction period.
3. PROJECT DESCRIPTION:
3.1.1. The primary objective of this project is to install 5-6 rustic camping cabins at New
Discovery State Park, and if possible additional cabins within the available
budget at Lake Carmi State Park. These Rustic Cabins are a continuation and
expansion of the successful rustic cabin program in other Vermont State Parks.
The selected contractor shall have the opportunity to construct additional units if
economic efficiencies can be found. The RFP also contains financial incentives.
Finished examples of Cabins and the ultimate outcome goal of this RFP can be

3.1.2. Cabin Use - Rustic cabins are intended for gathering and sleeping only. Cooking
is done outdoors and the occupants use the shared campground toilet and
shower facilities. Overnight pricing for a stay is approximately 2-times the rate
for a lean-to in the same park. Existing cabins experience at least a 75% rate of
nightly occupancy.
3.1.3. Cabin Structure: Rustic cabins are one room enclosed structures with a porch,
with a 14' x 14' enclosed living space and a full-wide 7' deep porch. The walls
show interior open framing and for that reason are designed to provide a post
and beam "like" look. This is the design represented in the Attachment F to this
RFP which is a copy of the scope of work for previous construction. Some

versions (Button Bay) are log structure kit with "D" shaped logs providing a broad
horizontal panel look to the interior. Either of these versions are acceptable. In
addition, the state would consider a true post and beam, or standard stud
construction (either pre-manufactured or constructed on site) with interior
paneling. However, the latter option will require special attention to prevent the
wall cavities of these seasonal structures from becoming hiding spaces for mice
and other rodents. This is a significant concern for Vermont State Parks. In
the past, exterior siding has been changed to match specific park vernacular.
Exterior finish preference for New Discovery is log profile. For the cabins at Lake
Carmi the exterior siding can be adjusted to compliment local buildings but
should be wooden. The overall structural goal is to match the appearance and
character of the existing cabins. Examples of current cabins can be viewed at the
Vermont State Parks Website. The existing cabins at Lake Carmi do NOT
represent the desired dimensional and roofline aesthetic. Link to Cabin page on

3.1.4. Electrical - is depicted in the drawings. Each cabin is serviced with modest
safety, air movement, light, and outlet package.
3.1.4.1. All electrical work must be executed to appropriate code.
3.1.4.2. All lighting shall follow the "Five Lighting Principles for Responsible Outdoor
Lighting as published by Dark Sky International.

dark sky certified fixtures shall be used outside and interior lighting shall be
installed such that it meets the five principles from the outside.
3.1.5. Doors and windows - Are as shown in the plans. Entry doors must meet ADA
requirements (This includes the screen door and associated hardware)
3.1.6. ADA - the cabin must be ADA accessible for all installations where technically
feasible for the site. (the minimum is 50% of the cabins in any one unique area).
The ADA requirements extend to the site around the cabin detailed below.
3.2. Site work and Utilities -The cabins are designed to occupy approximately the same
space as a large tent site. Site work will need to be planned and executed to achieve
the following goals. Each site may require specific layout and must accommodate
appropriate environmental restrictions. Sitework should accommodate the following
performance goals.
3.2.1. Non-ADA Sites shall have a minimum of Parking for two passenger cars. ADA
sites should preferably have two parking spaces but at a minimum shall have
one ADA Van accessible space.
3.2.2. Accessible route for ADA sites between parking and cabin, cabin and park road
and cabin and site amenities
3.2.2.1. Access to the interior shall be accomplished via 2010 ADA standards
compliant ramp or other pathway.
3.2.3. Space for Site Amenities shall include one 36-inch diameter fire ring with 4-foot
clear ADA access on all sides for ADA sites. For Non-ADA sites there shall be
4-foot clear space on all sides but does not need to meet ADA slope
requirements. Each site shall include space for an 8 foot picnic table with

access space on all sides. (Access space cannot be shared between the fire
ring and the picnic table)
3.2.3.1. All sites will require some tree clearing and enlargement (assume by at
least 30%)
3.2.4. Electrical service - Site Utilities shall be buried in non-metallic conduit In
accordance with NEC, and each building will be serviced to an external panel
and shut off mounted in the most discrete location. The State shall provide
limitations for routing (see Loop electrical details and additional scope)
3.2.5. Loop Electrical Details - The contractor shall retain an electrical engineer to
provide code compliant service generally as follows
3.2.5.1. New Discovery Main feed to loop - the existing overhead lines into the loop
(to the rear of the existing Toilet Building shall be abandoned and removed
and replaced with buried electrical service. How power is distributed shall
be determined by NEC and appropriate electrical engineering, but shall
provide at a minimum the following
3.2.5.1.1. All electrical upgrades will be included in the overall project cost
however only certain aspects will be applied to the cabin profit/loss
calculation detailed in section 4 PROJECT BUDGET.
3.2.5.1.2. New electrical service to each of the new cabin sites
3.2.5.1.3. New electrical service to the bathroom, assume new entrance and
breaker panel for bathroom. (If applicable the Cabin Profit/Loss of this
upgrade will be pro-rated to the cabins this line serves, otherwise this
cost will not be applied to the Cabin Profit/Loss)
3.2.5.1.4. New electrical service to the existing volunteer site adjacent to the
bathroom with new RV electrical pedestal. (This cost will not be applied
to the Cabin Profit/Loss)
3.2.5.1.5. Appropriately sized conduit to provide a minimum of 5 additional
electrical hookups among the field sites. This pipe will not be cabled or
energized but shall be sized to carry conductors capable of providing
service at 50 amperage per site. Buried blank conduit shall end at
location where it deviates from shared trench for other new services.
(The intent is to economize on excavation) (This cost will not be
applied to the Cabin Profit/Loss)
3.2.5.1.6. Appearance and routing of electrical elements. All electrical element
location and routing shall be subject to approval by the State and the
contractor shall coordinate that discussion and approval appropriately.
The state has identified 2 large trees that shall be avoided and well
protected during construction which may alter utility routing.
3.2.5.1.7. Meter/backboards shall be discrete and hidden with boxes opposite
public view. Conduit shall be appropriately supported and protected
from inadvertent damage from turf and grounds care maintenance.
3.2.5.2. Lake Carmi State Park - preliminary powerline routing is indicated on
attached drawings Attachment H. How power is distributed shall be

determined by NEC and appropriate electrical engineering, but shall
provide at a minimum the following
3.2.5.2.1. All electrical upgrades will be included in the overall project cost
however and will be applied to the cabin profit/loss calculation detailed
in section 4 PROJECT BUDGET.
3.2.5.2.2. New electrical service to each of the new cabin sites
3.2.5.2.3. Appearance and routing of electrical elements. All electrical element
location and routing shall be subject to approval by the State and the
contractor shall coordinate that discussion and approval appropriately.
3.2.5.2.4. Meter/backboards shall be discrete and hidden with boxes opposite
public view. Conduit shall be appropriately supported and protected

4. PROJECT BUDGET: The project estimate, which includes all pre-construction and
construction services, costs and fees, General Conditions, Cost of Work, Project
contingencies, and incentive bonus maximum is $680,000.
4.1. Financial Viability - Vermont State Parks is partially funded by visitor revenue and
draws very little from the State General Fund. This means that investments such as
cabins must meet a suitable cost point per unit to achieve financial viability as an
investment for the taxpayer. While meeting that cost point they must also be of suitable
aesthetic quality and finish to attract and sustain use at a high enough occupancy rate to
maintain the revenue stream.
4.2. The attached pdf of the summary spreadsheet, Attachment I, is the summary sheet of the
Profit/Loss Calculator used by State Parks to determine financial viability of an investment
based on fixed and operational costs related to the investment. The goal of Vermont State
Parks is to steward the taxpayer dollar and have revenue cover and preferably exceed
the annualized costs based on historic averages of revenue and expenses.
4.2.1. For New Discovery - The operational costs are fixed at the per cabin annual
rate of $3,062.96. The revenue portion of the attached sheet is based on
historic occupancy length of season for the park and current park fee data
and is fixed at the annual per cabin average of $8,046.00.
4.2.2. For Lake Carmi - The operational costs are fixed at the per cabin annual rate
of $2,559.56. The revenue portion of the attached sheet is based on historic
occupancy length of season for the park and current park fee data and is
fixed at the annual per cabin average of $6,534.000.
4.3. It is the intent of this agreement to maximize the number of cabins constructed with the
available budget. The State has identified multiple sites that the State would accept
cabins. The contractor shall have flexibility to select the sites that would afford the best
economy of scale for construction to meet that goal. The State will entertain some
additional cabins at both parks provided the contractor stays within the maximum budget.
4.4. To incentivize economies in construction while meeting the goals of the scope, The state
shall make a one-time payment of one year of annual profit for each cabin constructed
based on existing formulas and actual construction cost data amortized at the rates
detailed in the spreadsheet. The parks will be calculated separately.
5. PROJECT SCHEDULE:

5.1. The project is anticipated to begin as soon as this Contract is awarded with a
preconstruction start date of approximately June 1. 2026, with a Preconstruction phase
ending June 30, 2026, and a Substantial Completion date on or before April 15, 2027.
Final project schedule, sequences and milestones will be determined by the State Project
Manager, Architect, and the Construction Manager. The contractor shall reflect a total of
14 months of General Conditions on the enclosed Project Cost Matrix.
Preconstruction Start May 1, 2026
Construction Start September 1, 2026
Substantial Completion April 15, 2027
Project Completion May 15, 2027
Contract Completion (1 Year Warranty) May 15, 2028
5.2 All construction, demobilization, final performance testing, Operations and Maintenance
Manuals, and Substantial Completion related to the scope of work performed by the CM
must be completed by April 15, 2027; however, the Project Completion date is set for
May 15, 2027, to allow for the completion of the punch list, final payments, and other
administrative purposes.
6. PROPOSAL REQUIREMENTS:
6.1 PRE-CONSTRUCTION SERVICES: The pre-construction services shall include the
services noted in the State of Vermont Standard Contract for Construction Management
Services with the following additions, clarifications, modifications, and requirements.
6.1.1 For constructability review, the CM will be required, through meetings, phone
conferences, etc., to review the project design and develop a schedule, and
advise on construction costs and schedule implications.
6.1.2 The CM shall provide budget estimates for the project based on the completed
Construction Documents for the first phase. The budget estimates are to include
all costs associated with the project: CM fees, General Conditions, Cost of the
Work, fit up costs, and construction contingency, and shall include descriptions of
any assumptions, clarifications, budgets, or allowances used in the preparation of
the budget estimates. The budget estimates will serve as the basis for
evaluating the State's budget for construction and for determining the necessity
of incorporating cost-saving measures.
6.1.3 The CM shall provide constructability reviews along with the budget estimates
and will be required to submit a tracking list to assemble all review comments in
one document and to allow for the corresponding response to each item. Any
cost values associated to a comment should also be assigned to that comment.
Comments are to include a thorough review of all MEP systems by qualified
specialists. The final constructability review shall also include verification that the
documents are complete and coordinated among disciplines.
6.1.4 Provide cost saving suggestions and value engineering throughout the pre-
construction phase.

6.1.5 An overall site logistics plan is to be developed in close coordination with BGS.
This plan is to be updated throughout the project as site conditions dictate and
should address, at minimum: Site safety, schedule management, State
operational needs and limitations.
6.1.6 The CM will follow the procedures for receiving and evaluating proposals which
are acceptable to the State. If, with the approval of the State, the CM elects to
self-perform a portion of the work, they must submit their own bid 24 hours prior
to receiving a competitor's bid. Any work performed by the CM will include the
required supervision (foreman, etc.), separate from the proposed CM
supervision. If bids are not available in time to complete the GMP, then
allowances may be used in the GMP if clearly identified. A schedule of rates for
all CM staff shall be submitted with the proposal and approved by the State.
6.1.7 The CM will submit a GMP for construction for the project prior to the
commencement of construction. Subsequent to the CM's submittal of the GMP,
the CM will work with the State and the design team on value engineering, cost
saving measures, alternative pricing, etc., as required by the State to bring the
guaranteed maximum price within the State's budget.
6.1.8 The CM will be required to receive a minimum of three (3) bids on all trade
contracts and major supply items greater than $15,000 when establishing the
GMP.
6.1.9 Providing the State and the CM can establish a GMP, which is acceptable to both
parties, the State and the CM will amend the State CM Agreement Form between
the State and Construction Manager. The Fixed Fee for General Conditions and
the Fixed Fee for Construction Services shall be incorporated into the final
agreement for construction.
6.2 GENERAL CONDITIONS: Based on the proposed schedule and the available design
information, provide a lump sum fixed fee for all general conditions listed on the included
Project Cost Matrix, including the following:
6.2.1 Full-time and part-time supervision, including job superintendents, and project
managers.
6.2.2 All job site office record keeping and clerical functions, including all required
payroll functions and reporting.
6.2.3 Job site office trailer suitable for the CM's site office, including space for job
meetings, the Clerk-of-the-Works, and space for use by the Independent
Commissioning Agent's field staff.
6.2.4 Job site sanitary facilities as required for construction.
6.2.5 Job site power. CM will be responsible for temporary power hookups as well as
costs for power during construction of the project.

6.2.6 Administration and execution of all safety programs and safety personnel
required by the CM's operations and as required to comply with all applicable
safety regulations.
6.2.7 Maintaining and completing As-Built drawings, record documents and approved
submittals.
6.2.8 Lockable barriers at all access roads, halls, doors, walkways, etc., to prevent
unauthorized vehicular, public, and staff traffic in construction areas.
6.2.9 Storage trailers as required for the CM's work.
6.2.10 Job site security consisting of reasonable care and diligence in preventing
unauthorized activities on the job site, and the safety and well-being of staff,
State employees and the general public at all times.
6.2.11 Layout for line and grade. CM will be responsible for providing adequate
horizontal and vertical controls.
6.2.12 Labor and equipment to install and maintain temporary heat, including fuel costs,
if and when required to maintain temperature requirements of the facility or for
construction.
6.2.13 Coordinating and maintaining dumpster service for all trades. Tipping fees shall
be paid by the CM as part of the cost of the work, not as a general condition.
6.2.14 Daily and final cleaning.
6.2.15 Employee transportation and employee overnight expenses.
6.2.16 General material handling, labor and equipment. Specific material handling
equipment, such as cranes for setting structural steel and masons lifts, may be
carried as a cost of the work with the applicable trades.
6.2.17 All required job support vehicles.
6.2.18 All costs associated with conducting weekly job meetings and the distribution of
meeting minutes.
6.2.19 Creating and revising the construction schedule. All schedules and schedule
revisions are to be posted and distributed to State, Engineer, State's Consultants
and Architect, and all trade contractors and suppliers.
6.2.20 Commissioning for all systems, including functional verification at startup. This
process shall include attendance by required factory representatives, testing
equipment at all required speeds, and the completion of necessary controls to
allow safe and proper start-up of equipment, and functional performance testing.
After startup, this process is to confirm that the individual pieces work together.
Tests shall be performed on any moving part including, but not limited to, all
mechanical/HVAC systems, building automation systems and controls, electrical
equipment, devices, lighting and controls, plumbing and piping systems, water

transport and treatment systems; Architectural elements including building
envelope, doors and operating/moveable items, etc. See Commissioning
Specifications and BGS Design Guidelines at

responsible for assisting with and coordination of all subcontractors with the
Commissioning Agent for observations, inspections, documentation, verification,
testing, and reporting.
6.2.21 Punch list and training for all systems, see Specifications and BGS Design
Guidelines for more information at http://bgs.vermont.gov/facilities/forms.
6.2.22 All warranty work, including coordinating any and all warranty work required by
subcontractors.
6.2.23 Warranty Inspection one month prior to expiration of one-year warranty.
6.3 CONSTRUCTION SERVICES FEE (Construction Manager's Fee): The fee for the
construction phase of the project shall be a lump sum fixed fee developed using the
scope of work indicated herein, as well as the proposed project budget and schedule.
For this purpose, the cost of construction will include all competitively bid portions of the
work, plus the fixed fee for General Conditions established by this proposal.
Construction services for Change Orders shall be included in the overhead and mark-up
percentage, included in this proposal. The fee for the construction phase of the project
shall include the following:
6.3.1 All direct contractor overhead not included in the general conditions.
6.3.2 All estimating.
6.3.3 All home office and data processing costs.
6.3.4 All indirect contractor overhead costs.

6.4 GENERAL INFORMATION AND REQUIREMENTS:
6.4.1 The form of agreement will be the STATE OF VT CM CONTRACT between the
State and Construction Manager.
6.4.2 The General Conditions for the Contract will be the STATE OF VERMONT
GENERAL CONDITIONS FORM AND GENERAL CONDITIONS FOR
CONSTRUCTION CONTRACTS.
6.4.3 The State shall receive copies of all proposals, contracts, subcontracts and
material price proposals for the proposed GMP and material price proposals for
which the CM has estimated using their own forces.
