SOLICITATION DESCRIPTION: B105 HVAC CONTROL PANEL REPLACEMENT UPDATED PER AMENDMENT 0001
1. GENERAL INFORMATION

2. PROJECT SCOPE The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is seeking a qualified contractor to provide all personnel, equipment, tools, materials, and supervision necessary to replace existing Johnson Controls (JCI) controllers with Siemens BACnet controllers in the Building 105 (B105) Simulation Center at the VAPAHCS Palo Alto campus.
The scope of work includes, but is not limited to:
• Demolition: Decommissioning existing JCI PCG Controllers and Expanders for Heating Hot Water (HHW) and Air Handling Unit (AHU) systems.
• Installation: Providing and installing new Siemens BACnet PXC.A controllers, expanders, and new air temperature sensors.
• Integration: Performing controls point-to-point checkout, verification, and full integration into the existing Siemens Campus Building Management System (BMS) Front End (Desigo CC).
• Period of Performance: Project completion is required within 60 calendar days after the Notice to Proceed (NTP).
3. CRITICAL CONTRACTOR QUALIFICATIONS Per the Statement of Work, offerors must meet the following specific technical qualifications to be considered for award:
• Siemens Certification: Must be an authorized and certified Siemens partner (including Value-Added Partners) for the past five (5) years.
• Certified Technicians: Must have a minimum of five (5) technicians certified in Siemens Desigo, PXC, DXR, and/or ABT.
• Local Presence: Must have a local office within 50 miles of the customer address (Palo Alto, CA) to ensure rapid response and support.
4. SITE VISIT INFORMATION (UPDATED PER AMENDMENT 0001) NOTICE: Due to an administrative error in the original solicitation regarding the date of the first visit, a SECOND SITE VISIT has been scheduled to ensure fair opportunity.
• Second Site Visit Date: Friday, February 13, 2026
• Time: 11:00 AM PST
• Meeting Location: Outside of Building 105
• Registration: Interested parties must RSVP by 12:00 PM PST on Wednesday, February 11, 2026, via email to the Contracting Officer and Contract Specialist.
• Security: Valid Government-issued photo ID is required for base access.
• Note: Attendance is not mandatory but highly encouraged. The first site visit occurred on February 5, 2026.
5. PROPOSAL SUBMISSION DETAILS (UPDATED PER AMENDMENT 0001)
• Questions/RFIs Due: Tuesday, February 17, 2026, by 12:00 PM PST.
• Proposal Due Date: Tuesday, March 3, 2026, by 12:00 PM PST.
• Submission Method: Proposals must be emailed to the Contract Specialist, Edwin Rivera (edwin.rivera@va.gov), and Contracting Officer, Jose Hernandez (jose.hernandez1@va.gov).
6. IMPORTANT COMPLIANCE NOTES
• VetCert Verification: This is a 100% SDVOSB set-aside. Offerors must be certified in the SBA Veteran Small Business Certification (VetCert) database at the time of offer submission and prior to award.
• Bonding: Bid bonds, payment bonds, and performance bonds are required.
• Buy American: The Buy American statute applies to construction materials used in this project.
