Pharmacy Refill Communication and Patient Notification System

This Sources Sought Notice (SSN) is issued for market research purposes only and does not constitute a solicitation, Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). This notice is intended solely to obtain information regarding available commercial capabilities and acquisition strategies. The Government will not reimburse respondents for any costs associated with responding.
PURPOSE
The Indian Health Service (IHS), Phoenix Area, is conducting market research to identify qualified vendors capable of providing a commercial pharmacy refill communication and patient notification solution.
The Government is also seeking industry feedback on commercial capabilities, best practices, recommended acquisition approaches, and potential revisions to the attached draft Performance Work Statement (PWS).
This requirement is being evaluated under the Buy Indian Act (25 U.S.C. ยง 5307) and HHSAR Subpart 326.6.
In addition to identifying qualified sources, the Government is seeking industry feedback regarding commercial solutions, acquisition strategies, licensing models, and the attached draft Performance Work Statement (PWS). Responses will assist the Government in refining its requirements and determining the most appropriate acquisition approach, including the potential establishment of a Blanket Purchase Agreement (BPA).
SOCIOECONOMIC STATUS
The Government is primarily seeking responses from Indian Small Business Economic Enterprises (ISBEEs) for purposes of determining the availability of qualified sources under the Buy Indian Act.
Responses are also encouraged from all other socioeconomic small business concerns, including:
Responses from firms that are not ISBEEs are encouraged for market research purposes and to improve the Government's understanding of available commercial capabilities. Submission of a response by a non-ISBEE firm does not affect the Government's authority to restrict competition under the Buy Indian Act if sufficient qualified ISBEE sources are identified.

The attached draft PWS is provided for market research purposes only. The Government is considering establishing a single-award Blanket Purchase Agreement (BPA) for recurring enterprise-wide software licensing, maintenance, technical support, upgrades, training, and related professional services. The Government welcomes industry recommendations regarding the proposed acquisition strategy, commercial practices, and contract structure.

The Government encourages respondents to provide concise, substantive feedback regarding both their capabilities and the draft requirement. Generic marketing materials, brochures, and boilerplate capability statements are discouraged unless they directly address the Government's requirement.
