The City of Siloam Springs will be accepting sealed bids from prequalified and experienced contractors for the Sager Creek Improvements Project. This Project includes rehabilitation of the historic Twin Springs Landing located in Memorial Park, structural repairs to the dam located in City Park, and shotcrete repairs with rock anchors to an overhang just north of Twin Springs Landing.
The dam and Twin Springs Landing are historic structures. Offerors must demonstrate previous experience with historic renovation, and are expected to perform work with care, precision, and respect for existing materials, profiles, and architectural character. Offerors must demonstrate ability to complete Project within one hundred and eighty (180) calendar days of executing contract. Offerors must be properly licensed by the Arkansas Contractors Licensing Board as required by Arkansas law.
A Mandatory Pre-Bid Conference for prequalified offerors only (and their potential subcontractors) will be held for this Project located at the Twin Springs Gazebo in Memorial Park near 304 S Maxwell Street at 10:30AM CST on June 11, 2026, in Siloam Springs, Arkansas. Failure to attend and sign the attendance roster at the mandatory pre-bid conference will render a bid non-responsive.
Bids will only be accepted from Offerors that are prequalified for this Contract and have downloaded a complete set of Plans and Specifications. Offeror prequalification forms are included in the Bidding Documents, or prospective Offerors may obtain prequalification forms from the Engineer, Freese & Nichols, Inc. Prospective Offerors shall submit all necessary information for consideration as a prequalified Offeror to Freese & Nichols, Inc. via email to Colin Young, PE at For security reasons, you must enable JavaScript to view this E-mail address. no later than 5:00PM CST June 2, 2026. Freese & Nichols, Inc. shall review submitted qualification materials and make recommendations to the City regarding bidder prequalification. Final determination regarding bidder qualification, responsiveness, and responsibility shall remain solely with the City. Freese & Nichols will notify prospective Offerors of approval or disapproval at least five (5) days prior to the mandatory pre-bid conference.
Bids must be received before 2:00PM CST on July 2, 2026. Sealed bids may be submitted in-person at the Parks and Recreation office located at 401 West University Street, Siloam Springs, Arkansas. Sealed bids cannot be sent electronically.

Contract Documents may be downloaded or viewed free of charge at this web site. It is the downloader’s responsibility to determine that a complete set of documents, as defined in the Instructions to Offerors are received. This web site will be updated periodically with addenda, planholders lists, bid tabulations, additional reports or other information relevant to bidding the Project.
Each bid shall be accompanied by a certified check, cashier’s check, or bid bond payable to the City of Siloam Springs in an amount not less than five percent (5%) of the total bid, as required by Arkansas Code Annotated § 22-9-203(c).
Offerors shall comply with Arkansas Code Annotated § 22-9-204 regarding the listing of subcontractors for mechanical, plumbing, electrical, roofing, sheet metal, and other applicable trades, if any such work is included in the Project. Failure to properly list subcontractors as required by law shall render the bid non-responsive.
The successful Offeror shall furnish a performance bond and payment bond in an amount equal to one hundred percent (100%) of the contract price, as required by Arkansas Code Annotated § 18-44-503 and other applicable law.
The City shall open and compare the bids and thereafter award the contract to the lowest qualified responsible Offeror, but only if it is the opinion of the City that the best interests of the City would be served thereby. The City reserves the right to reject any or all bids, waive minor irregularities, and determine bidder responsiveness and responsibility consistent with Arkansas law. The bids must remain in effect for ninety (90) days.
This notice shall be published once a week for two (2) consecutive weeks in a newspaper of general circulation in Benton County, Arkansas, in accordance with Arkansas Code Annotated § 22-9-203(a).
