1.2 Mandatory Pre-Bid Meeting
A mandatory pre-bid meeting will be held on Thursday, May 7, 2026, at 10:00AM PST.
Attendance of the Pre-Bid Meeting is mandatory to submit a response to the RFP. Proposals
submitted on which the Pre-Bid Meeting has not been attended will be considered non-
responsive and rejected. Attendees must meet at Ventura City Hall, 501 Poli S., Ventura, CA

1.2 Question and Answer Period:
All questions regarding this Request for Proposal (RFP) shall be submitted via email to Nicole
Supan, Purchasing Supervisor, at nsupan@cityofventura.ca.gov PRIOR to Monday, May 11,
2026, at 2:00 PM. Any questions submitted after the deadline shall be rejected. All questions
will be answered in the form of an addendum.
1.3 Proposal Submission:
To be considered, all proposals must be submitted in the manner set forth in the RFP. It is the
Responder's responsibility to ensure that its/their proposal arrives on or before the specified
time. Proposers shall provide one (1) hard copy in a SEALED envelope clearly marked with
the Proposal Number, and one (1) PDF electronic copy sent via email to the Purchasing
Supervisor, Nicole Supan at nsupan@cityofventura.ca.gov, submitted on or before Thursday,
May 28, 2026, at 4:00 PM PST. If discrepancies are found between the hard copy and the
PDF, the hard copy will provide the basis for resolving such discrepancies. If no document
can be identified as the original, proposal may be rejected at the discretion of the City.
No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will be
considered in the absence of a hard copy sealed proposal.
Proposals received after the scheduled submittal deadline will be returned. Proposals
postmarked prior to submittal deadline, but received after the deadline, will be returned.
1.4 Elevated Consultant Interviews
The City may elect, at its option, to elevate the most qualified firms to an interview phase.
1.5 Proposal Format:
Proposals must be submitted in the format described in the Proposal Format and
Requirements Section No. 3.2. Proposals must be complete in all respects as required in the
Proposal Format and Requirements Section. Proposals are to be prepared in such a way as
to provide a straightforward, concise description of capabilities to satisfy the requirements of
the RFP. Expensive binding, colored displays, promotional materials, etc., are not necessary
or desired. Emphasis should be concentrated on conformance to the RFP instructions,
responsiveness to the RFP requirements, and on completeness and clarity of content. A
proposal may not be considered if it is conditional or incomplete.
1.6 Insurance Requirements:
Successful firm shall provide insurance as noted in Exhibit "C" of Attachment "B" General
Services Agreement.
1.7 Agreement Prices:
At any time during the course of this anticipated contract the City may alter the Scope of Work,
making changes to the assignments and times indicated, and/or adding or deleting
assignments as deemed necessary. The City and firm will negotiate changes to the contract
pricing accordingly.
Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,

if allowed under this Contract, must be requested in writing and accompanied by the required
information to substantiate the request for price adjustment, as set forth in the Contract. No
price adjustment allowable under this Contract will be granted retroactively. The CITY must
also be given the benefit of any decline in prices. If any price increase is granted by the CITY,
the increase shall not be greater than the Consumer Price Index (CPI) of the current year.
1.8 Agreement/Contract:
A copy of the City of Ventura's General Services Agreement, Attachment "B" is included
herein, as it will be the document executed into a final contract between the City and the
awarded Consultant. You do not have to return Attachment "B" with your proposal submission;
the sample General Services Agreement is provided for reference only and does not have to
be returned with the bid.
1.9 Term of Agreement
The initial term of this Agreement shall commence on July 1, 2026, and will continue for a
period of three (3) years. The City may elect, at its own option, to renew this Agreement for
two additional one-year increments. Initial term, plus any option to extend shall not exceed a
total of five years.
1.10 Subcontracting:
No Subcontracting any portion of Consultant's duties under this agreement without prior
written consent of the City.
1.11 Communication with City Staff or Elected City Representatives:
Any communication with City staff or City Elected Representatives, except for the Purchasing
and Contracts Division, regarding this RFP is prohibited. Disregard of this provision could
result in rejection of the proposal.

2. SCOPE OF SERVICES
2.1 Introduction
Contractor to provide Turnkey Encampment Site Clean-up Services focusing on environmental
clean-ups eradicating debris in the City's natural spaces and waterways. To ensure a safe and
clean site removals will include large items, biohazardous material and other homeless
encampment waste material. All work will be conducted Monday-Friday, 7am-4pm, excluding
holidays. The services required are on an on-call basis but will be scheduled with advanced
notice. The City anticipates clean-ups to occur monthly with average hauls expected to equal
between 50 and 75 tons, however, this may increase or decrease based on the City's needs.
The Contractor shall provide all equipment, supplies, insurance, training, and personnel for the
services.
General services shall be performed to the satisfaction of the City of Ventura designated
representatives. Failure to perform the services in accordance with this proposal and to the
satisfaction of the City of Ventura designated representatives shall be grounds for cancellation
by the City of Ventura.
The City of Ventura assumes that the selected contractor will take great care in the designation
of a lead coordinator of the service for the City. The lead coordinator will provide service to the
City at the times deemed necessary by the City.
2.2 General Specifications:
A. Overview: As directed by the City, provide turnkey homeless encampment site clean-ups
for a safe and clean site by removing large items, trash, debris, biohazardous material,
and other encampment waste material.
B. Site Conditions: Sites are considered to contain a variety of materials including large
items such as furniture, appliances, mattresses, bicycles, as well as garbage, general
debris, human waste, constructed temporary shelter, used syringes, and other items
associated with homeless occupancy.
C. Site Locations: Sites will be identified individually. The City will make an effort, when
possible, to cluster several sites to efficiently allow the contractor to complete the work.
Historically, these locations have been in river bottoms, adjacent to bike paths, barrancas
and railroad tracks. The contractor should expect to work in forested open area with
vegetated ground cover and uneven terrain.
D. Training: Site supervisor and worker(s) must be trained and certified in the handling and
disposal of hazardous materials. Provide copies of any applicable training records,
certifications, and licenses required to perform work.
E. Occupants: All sites, if active, will be noticed by the City of Ventura Police Department
(VPD) and connected to services through outreach prior to cleaning activities. A safe area
where belongings can be placed and not removed will be designated. VPD will be on site
to interact with individuals and ensure safety of the workers.
F. Payment: Contractor shall provide a report for each site cleared which will include:

6. General observations of the site and work
7. Notations of any issues encountered in conducting the work, whether internally or
externally caused.
8. Before and after photos.
2.3 Duties and Responsibilities:
A. Clean-up duties shall include reviewing the site prior to work to ensure the necessary
labor, materials, and equipment are furnished to complete the work. The work includes
collecting debris, dismantling temporary structures, removal of trash and waste, and
appropriate handling and disposal of all removed materials. Disposal must be only for
appropriately permitted sites.
B. Contractor shall supply all labor, material, tools, protective clothing and gear, and
equipment that is required or needed to perform the work to handle, remove, transport,
and dispose of the waste materials and leave a clean site.
C. Contractor shall coordinate with the City on a site-by-site basis to determine the work
order for each encampment clean-up. The work order will establish the site start date,
estimated timeframe of the work, staging areas, traffic control, if required, and the name
of the onsite representative.
D. Contractor shall provide all supervision and management of crews to ensure all necessary
safety procedures are followed. This individual will serve as the City's contact.
E. Contractor shall ensure there is a minimum of five (5) workers on site per clean up.
F. Contractor shall notify the City when the work is complete and provide a clean-up report
for each site, including total weight of debris removed and load ticket / invoice.
G. Contractor shall photograph encampment site before and after cleaning and provide an
electronic copy of each photograph to the City.
H. Contractor shall not trim shrubs and vegetation unless otherwise permitted in advance by
the City.
I. Contractor shall notify the City's designated representative in the event an adjacent
homeless encampment is discovered in the general area during the course of a project
to obtain authorization prior to proceeding with any additional work that was not identified
in the work scope.
J. Contractor shall follow best practices work procedures, and all applicable laws, to safely
manage any materials and waste found on the jobsite, including urine, feces, solid
personal hygiene items, syringes, and other materials which could pose a health threat.
K. All material, parts, equipment, and chemicals used or furnished pursuant to the
specifications of this contract shall be in compliance with the laws and regulations of the
City of Ventura, the State of California, and OSHA. The contractor shall provide to the
City all Material Safety Data Sheets and certifications and evidence of such compliance.
Use of all chemicals and other supplies shall be approved by the City prior to their use.

L. Contractor shall comply with the Local, State, and Federal National Pollutant Discharge
Elimination System (NPDES) regulations at all times while providing cleaning services for
the City.
M. No material generated during work operations is permitted to enter any storm drain. The
contractor is required to abide by the City of Ventura Ordinance Chapter 8.600 Storm
water Quality Management and shall apply Best Management Practices (BMPs) for all
pollution prevention of the discharge of human waste and other biohazards, cleaning
agents, waste, trash, debris, and other pollutants to the storm drain and receiving waters.
N. Contractor shall immediately contact Ventura Police Department Officers on scene if a
weapon is found. Weapons can include, but are not limited to, BB guns, knives,
crossbows, swords, etc.
O. Contractor shall perform work in a timely, efficient, courteous manner at all times.
P. Contractor shall properly handle and dispose of solid waste and hazardous waste in
accordance with all applicable laws.
Q. Contractor shall conduct the clean-up within 72 hours of receiving notice from the City
that a clean-up is requested, unless a specific date is chosen due to noticing constraints
or the need for additional outreach. The 72 hours can be extended with City approval
(due to a variety of variables such as weather constraints and police availability, etc.)
R. Contractor shall tag and set aside all Hazardous Materials for the City to remove if the
contractor is not able to dispose of the items due to type or quantity.
2.4 City Responsibilities
A. Issue a work order with a minimum of 72-hour notification to start time of a clean-up
project.
B. Provide a City representative to serve as a point of contact for reviewing work orders,
authorizing work, addressing issues and questions.
C. City will be responsible for a designated safe area for personal property and belongings
that are not waste where individuals experiencing homelessness can be sure they will not
be removed.
D. City will be responsible for arranging for the pickup of tagged Hazardous Material items if
the contractor is not able to dispose of the items due to type or quantity.
2.5 Safety & Training
A. Safety and appropriate training/licensing are critical requirements for the selected
Contractor. Unless desired, at no time is the Contractor expected to interact with the
homeless residents. The Contractor will not be expected to put their employees at risk.
B. Contractor shall comply with all safety rules, protocols, and licensing requirements
mandated by the City, the County of Ventura, and the State of California. California
Occupational Safety and Health Administration (Cal-OSHA) training requirements per
California Code of Regulations (CCR), Title 8, section 5192 [8 CCR 5192]
C. Work may be performed in inclement weather. Jobsites can be in heavy foliage, steep
embankments, next to train tracks, in barrancas, and other areas requiring alertness to

the environment and pre-planning to prevent injury or illness. Contractor shall perform a
hazard assessment and provide all training and supplies necessary.
D. Contractor shall be OSHA certified to operate any heavy equipment required to complete
the encampment clean-up work, including trash compactors, tractors, graders, or other
ground moving equipment.
E. Contractor shall conform to all applicable occupational safety and health standards, rules,
regulation and orders established by the California Department of Industrial Relations.
The Contractor shall provide all safety equipment, materials, and will supply training as
required. The Contractor shall provide its employees with appropriate safety apparel. This
apparel shall include but not be limited to face masks, safety glasses, vest or Tyvek suit,
puncture resistant gloves, and leather (or adequately puncture resistant) boots.
F. Contractor shall be trained annually in OSHA's Bloodborne Pathogen Standard
1910.1030. This training must be supplemented with precautions regarding West Nile
Virus, hanta virus, and histoplasmosis. Employees must have work procedures to be able
to safely manage urine, feces, soiled personal hygiene items, syringes, and other
materials which could pose a health threat. Wearing Personal Protective Equipment and
following other protocols established for this situation must be followed. The Contractor
will coordinate disposal of these wastes and syringes with City staff and consistent with
Section 2.18.
G. Contractor shall provide copies of any training records and licenses required by the City
upon request.
H. Contractor shall immediately notify the City of any accident, regardless of whether or not
injury or damage is evident, involving the contractor's staff, vehicles, or equipment while
on the work site. Contractor shall take photo documentation of damage and immediately
report to appropriate City contact. Contractor shall document any damage that exists
before the onset of work. The Contractor shall take photographs of existing damage and
report to appropriate City contact prior to commencing any work. Any damage caused as
a result of the Contractor's actions shall be the sole responsibility of the Contractor to
repair or pay in full for damages.
2.6 Eligible Expenses
A. Submitted proposals should include all contractor costs including labor, fleet, fuel, etc.
Costs not included in the proposal will be at the contractor's expense.
B. Single mobilization for each site, with only one payment per site regardless of how many
days a single cleanup may require, to include all pre-site work setup up times, site travel
times, planning, and other tasks to get the site ready to perform cleanup.
C. Include living wage labor and equipment necessary to perform all site cleanup operations.
D. Include living wage labor for containment of biohazardous waste, transient debris or any
litter that poses health and safety risk, removal of contaminated contents, personal
protective equipment, consumable supplies, administrative fees, and photo
documentation.
E. Containment, transportation, and disposal of biohazard material per containment unit.
F. Containment, transportation, and disposal of non-biohazard material off site based on
weight.

quantity or more throughout the term of the agreement. Some bid items may never be
