DEMOLITION AND SITE RESTORATION SERVICES
1134 Pluma Drive, Atlanta, Georgia 30316
The DeKalb Regional Land Bank Authority (DRLBA) is soliciting sealed quotes from qualified
contractors for demolition, debris removal, site restoration, and related services for residential
structures located within DeKalb County, Georgia.
1. PROJECT LOCATION
The work includes demolition and site restoration services for 1134 Pluma Drive, Atlanta, Georgia,
Parcel ID Number 15 081 16 014.
2. SCOPE OF WORK
Work generally includes, but is not limited to:
Demolition of residential structures and associated improvements
Removal and lawful disposal of demolition debris
Foundation removal, where required
Site grading and stabilization
Erosion control measures
Restoration of sites to conditions specified in the quote documents
Compliance with all applicable federal, state, and local laws and regulations
3. SOLICITATION DOCUMENTS
Complete RFQ documents, specifications, submission requirements, and forms may be obtained
through BidNet Direct and/or the Team Georgia Marketplace procurement portal.
4. QUOTE SUBMISSION
Sealed quotes shall be submitted electronically through the designated procurement platforms
(BidNet Direct / Team Georgia Marketplace) no later than the date and time below. Late
submissions will not be accepted.
5. MANDATORY PRE-SITE VISIT, SITE
EXAMINATION AND INVESTIGATION
DRLBA will conduct a mandatory Pre-Site Visit on Wednesday, July 15, 2026. Attendance is
mandatory for prospective Vendors. The property included in this solicitation is:
Submission of a quotation shall constitute acknowledgment that the Vendor has examined the
project site to the Vendor's satisfaction and has become familiar with all conditions that may affect
the performance of the work.
No increase in contract price, extension of time, or additional compensation shall be granted based
upon a Vendor's failure to inspect the site or become familiar with existing conditions prior to
submitting a quote.
6. PRE-SITE VISIT SAFETY AND ACCESS
REQUIREMENTS
Hard hats and steel-toe shoes are mandatory at all locations
Do not enter any property or structure without prior authorization from DRLBA authorized personnel
Site visits are limited to visual observation unless otherwise directed by DRLBA
Do not disturb site conditions or remove materials
Failure to comply may result in removal from the Pre-Site Visit
7. PROPERTY ACCESS RESTRICTIONS
The Pre-Site Visit is intended for exterior visual observation only.
No Vendor, contractor, employee, agent, or representative shall enter onto any project property,
enter any structure, or otherwise access the premises without the prior express consent and
accompaniment of authorized DRLBA personnel.
Vendors shall not enter a building, garage, accessory structure, fenced area, yard, or any portion of
the property unless specifically directed and authorized by DRLBA personnel during the scheduled
Pre-Site Visit.
Vendors shall not remove materials, disturb existing conditions, perform testing, measurements,
inspections, or any investigative activities that alter the condition of the property.
Any unauthorized entry onto a project site before, during, or after the Pre-Site Visit may result in
disqualification from the solicitation and any other remedies available to DRLBA.
Questions regarding site conditions shall be submitted through the BidNet Direct or Team Georgia
Marketplace procurement platform no later than the deadline established in this solicitation.
8. MINIMUM QUALIFICATIONS
To be considered for award, Vendors shall meet
the following minimum qualifications:
Possess all licenses, registrations, and
certifications required to perform demolition
services in the State of Georgia.
Be authorized to conduct business in the State of
Georgia.
Maintain the insurance coverage required by this
RFQ and provide evidence of such coverage upon
request and prior to contract execution.
Participate in the Federal E-Verify Program as
required by O.C.G.A. 13-10-91 and submit the
required Contractor Affidavit and Agreement with
the quote.
Demonstrate successful experience performing
demolition and site restoration projects of similar
size and scope within the past five (5) years.
Have the personnel, equipment, financial
resources, and organizational capacity necessary
to successfully complete the Work.
Have a satisfactory record of contract
performance, including timely completion of
projects, quality workmanship, and compliance
with applicable safety and regulatory requirements.
Not be suspended, debarred, or otherwise
prohibited from contracting with any federal, state,
or local governmental entity.
9. INSURANCE REQUIREMENTS
The successful Vendor shall procure and maintain, at its own expense, insurance with insurers
licensed to do business in the State of Georgia and having an A.M. Best rating of A- or better (or
otherwise acceptable to DRLBA).
Coverage shall remain in effect for the duration of the Contract and until final acceptance of the
Work.
The Contractor shall provide a Certificate of Insurance evidencing the following minimum coverages
prior to execution of the Contract:
Commercial General Liability

Coverage shall include:
Premises and Operations
Independent Contractors
Contractual Liability
Products and Completed Operations
Commercial Automobile Liability
$1,000,000 Combined Single Limit
Applies to all owned, hired, and non-owned vehicles used in connection with the Work.
Workers' Compensation
Workers' Compensation insurance as required by the laws of the State of Georgia.
Employers' Liability
$1,000,000 Each Accident
$1,000,000 Disease - Policy Limit
$1,000,000 Disease - Each Employee
Primary Coverage
The Contractor's insurance shall be primary with respect to any insurance maintained by DRLBA.
Cancellation
The Contractor shall provide DRLBA with at least thirty (30) days' prior written notice of
cancellation, non-renewal, or material change in coverage, when such notice is available under the
policy terms.
Proof of Insurance
Certificates of Insurance and any requested endorsements shall be furnished to DRLBA prior to the
issuance of a Notice to Proceed.
Failure to maintain the required insurance throughout the Contract term shall constitute a material
breach of the Contract and may result in suspension of the Work, termination of the Contract, or
other remedies available to DRLBA.
10. AWARD OF CONTRACT
The DeKalb Regional Land Bank Authority (DRLBA) intends to award the Contract to the lowest
responsive and responsible Contractor whose quotation is determined to be in the best interest of
the Authority. In determining Vendor responsibility, DRLBA may consider, among other factors:
The Vendor's demonstrated experience performing demolition and site restoration projects of
similar size and complexity.
Past performance on public or private contracts, including quality of work, timeliness, safety record,
and contract compliance.
References provided by the Vendor and other information obtained by DRLBA regarding the
Vendor's performance history.
The Vendor's financial capacity and resources to successfully complete the Work.
The Vendor's record of compliance with applicable federal, state, and local laws, including
licensing, permitting, OSHA safety requirements, and E-Verify requirements.
The Vendor's ability to meet the required project schedule.
The completeness and responsiveness of the quote submission.
Any history of default, termination for cause, litigation materially affecting contract performance,
suspension, or debarment.
DRLBA reserves the right to investigate the qualifications of any Vendor, request additional
information, conduct reference checks, and reject any quote if the Authority determines that the
Vendor is not responsible or that award would not be in the best interest of DRLBA.
DRLBA further reserves the right to reject any or all quotes, waive minor informalities or
irregularities, and cancel or reissue this Request for Quotes when such action is determined to be in
the best interest of the Authority.
11. QUESTIONS
Questions regarding this solicitation shall be submitted through the BidNet Direct or Team Georgia
Marketplace procurement platform no later than the date and time below. Responses to questions
will be issued by addendum and posted through the procurement platform.

ATTACHMENT C - VENDOR CERTIFICATION
By submitting a quotation in response to RFQ No. DRLBA-07062026-01, the Vendor certifies that it:
n Has carefully examined the Request for Quotes, all attachments, and any addenda issued by
DRLBA.
n Has attended the mandatory Pre-Site Visit and has independently inspected the project site and
is satisfied with the existing conditions affecting the Work.
n Possesses all licenses, registrations, certifications, and insurance required to perform the Work
in the State of Georgia.
n Participates in the Federal E-Verify Program and will remain in compliance with all applicable
immigration laws throughout the Contract.
n Will obtain and maintain all permits, approvals, inspections, and other governmental
authorizations required to complete the Work.
n Will comply with all applicable federal, state, county, and local laws, regulations, ordinances,
OSHA safety requirements, and environmental requirements.
n Is not currently suspended, debarred, proposed for debarment, or otherwise ineligible to contract
with any federal, state, or local governmental entity.
n Has disclosed any pending litigation, bankruptcy proceedings, or investigations that could
materially affect its ability to perform the Contract (or certifies that none exist).
n Has included all required quote forms and understands that failure to provide required
documentation may result in the quote being deemed non-responsive.
n Agrees to perform all Work in accordance with the requirements of the this RFQ, including the
Contract Documents, specifications, and project schedule.
n Certifies that the quote submitted is true, complete, and made without collusion, fraud, or any
agreement with another Vendor to restrict competition.

n Acknowledgment of all Addenda issued by DRLBA (if applicable)
n Proof of Authority for the person signing the Quotation (if requested or if the signer is not the
owner)
ATTACHMENT E - REFERENCES
Provide a minimum of three (3) references for similar demolition projects completed within the past
five (5) years.
CONTRACT COMPLETION
The contractor shall complete all work within thirty (30) calendar days after issuance of the Notice to
Proceed, unless otherwise approved by DRLBA.
FINAL ACCEPTANCE
Final acceptance of the work is contingent upon the following:
Structures removed
Foundation removed, where required
Site stabilized
Disposal documentation received
Final inspection approved by DRLBA
PAYMENT
Final payment is subject to DRLBA acceptance of the completed work, submission of an invoice,
disposal receipts, before-and-after photographs, and all closeout documentation.
