1. INTRODUCTION
Burke County has been awarded a Federal Grant to improve the safety of students using the Reep
Park Ballfields. The County is seeking bids from qualified vendors to provide and install lighting for
Reep Park Field #3.
Submittal deadline is March 2, 2026, at 2:00pm.
Sealed bids must be submitted in person, mail, or special courier service to the Burke County
Finance Office at the addresses below with the firm’s name and RFP-2026-0302 written on the
outside of the envelope/box:

No Pre-Bid Meeting will take place but any vendor desiring to conduct a site visit can contact
Treg McGee, Burke County Parks and Recreation Director at 828-764-9092 to schedule a visit.
Questions can be emailed to purchasing@burkenc.org no later than 5pm, Monday, February 23,
2026. Answers to all submitted questions will be posted on the website below.
Any bid received later than the specified date and time will not be accepted or considered.
Bid opening will take place at 2:00pm on Monday, March 2, 2026, in the Burke County 1st Floor
Conference room located at 200 Avery Ave, Morganton, NC 28655.

2. OVERVIEW
Burke County submitted an application for federal funding to improve student safety. Burke County
was selected and a portion of the funding is to improve safety for students using the ballfields at
Burke County’s Reep Park. This will be accomplished by providing proper lighting for Reep Park
Ballfield #3.
The County is seeking bids from qualified vendors to provide and install lighting for Reep Park Field
#3 based on the specifications listed.
3. SCOPE OF WORK
a) The basis of design is the Geo Sport Lighting LED Design dated 12-12-25 Revision 01 which is
included as Attachment A. All sports lighting to have a minimum of 70 Feet Mounting Height
from Field Grade of Play.
b) Furnish and Install Sports Lighting at Reep Park Field Three. Foot-Candle levels to meet and
exceed lighting standards for an average of 50 Maintained Foot-Candles Infield and 30 Foot-
Candles Outfield for 225 Feet Radius. Please note the remaining area from 225’ to the fence to
be the light spill foot-candles.
c) Bidder to verify all pole location grade elevations to make sure pole mounting heights match
the final grade of the fields.
d) Locate any underground lines before digging. Owner will provide location of irrigation lines (if
applicable); however, repair of any underground utilities damaged during construction shall be
responsibility of the bidder.
e) Any fencing damages or removal to be replaced by the bidder.
f) Any damage to the existing site during construction must be repaired back to its original state.
g) Sports Lighting Poles are to be Direct Burial Steel poles backfilled with concrete. All poles must
include pole climbing steps, pole safety cable, and pole catwalk/maintenance platforms.
Crossarms will not be accepted for this project. All potential bidders must comply with
providing steel poles that are equipped with pole steps, safety cables, and maintenance
platforms.
h) Supply all new conductors to the poles and to be copper wire installed in PVC Conduit.
i) Provide and install new service panel and control cabinet. The baseball field to be controlled by
a key on/off switch.
j) All trenches are to be filled and tamped thoroughly. Bidder will be responsible to seed and
straw the tamped ditches. No trenches are allowed across the playing surface of Field Three. All
open trenches and hole boring shall be guarded/barricaded off by the bidder during
construction. Directional Boring is allowed.
k) Power at the site is 277/480 Volt Three Phase

4. LIGHTING PERFORMANCE
The purpose of these specifications is to define the performance and design standards for the
lighting of this project. The manufacturer shall supply lighting equipment and computer-generated
point by point analysis that meets or exceeds the following:
a) PERFORMANCE CRITERIA
Target (or Maintained) Light levels are based on per IESNA RP-6-01 and NCHSAA.

b) PERFORMANCE CRITERIA – LIGHT UNIFORMITY
To ensure the optimal playability and visual appearance of the field, all lighting designs shall
meet the following:
Maximum to Minimum Uniformity Ratio - The uniformity of the playing field shall be
measured by comparing the maximum reading to the minimum reading. This ratio shall
not exceed the following:

c) POINT BY POINT ANALYSIS
Computer Models - Test Stations
Submitted computer models depicting the measurements of light shall be generated on a grid
of specified number of points covering a stated area on an equally spaced grid. See the chart
below for the exact specifications of points, areas and grid spacing for each field:

Meter Orientation:
Horizontal foot-candles - models shall represent readings taken with the meter test cell
positioned horizontal 36 inches above grade.
d) INSPECTION AND VERIFICATION
Testing of the facility shall be done based on the test points as described in section C above.

The sports lighting system shall be Geo Sport LED Sports Lighting (Attachment A).
