Sealed bids for the City of Thomasville's BALFOUR PARK PHASE 1 IMPROVEMENTS project will be received until 10:00 AM local time on August 5, 2026, at the Procurement office at 111 Victoria Place, Thomasville, GA 31792 for public opening. No Bids may be withdrawn after the scheduled closing time. A complete set of plans, specs, and bid documents may be viewed at the City Engineer's Office at 411 W. Jackson Street, Thomasville, GA 31792. Complete bid documents may be obtained by emailing suzanne.taylor@kimley-horn.com. The City of Thomasville, GA reserves the right to reject any & all bids, to waive informalities, to re-advertise, and/or to award the contract in the best interest of the City.

ADVERTISEMENT FOR BIDS
The City of Thomasville will be accepting sealed bids until 10:00 AM EST on Wednesday,
August 5, 2026, for the following project: BALFOUR PARK PHASE 1 IMPROVEMENTS.
Project Description. The Project generally consists of the construction of Phase 1 Improvements at
Balfour Park, including site development; installation of owner-furnished pre-engineered
restroom/pavilion building; construction of foundations, utilities, parking areas, access drives,
sidewalks, site lighting, fencing, landscaping, and other associated site improvements; site
preparation for owner-furnished playground and splash pad equipment; coordination with specialty
installation contractors; and all labor, materials, equipment, and incidental work necessary to
complete the Project in accordance with the Invitation to Bid. The City has separately procured the
pre-engineered restroom/pavilion building, playground equipment, splash pad equipment, and
certain specialty installation services. Additional information regarding contractor responsibilities
and coordination requirements is contained in the Invitation to Bid.
Bid Submittals. Sealed bids will be received until Wednesday, August 5, 2026, at 10:00 AM EST.

Bids shall be submitted in a sealed envelope. Bids received after the stated deadline will not be
accepted and will be returned unopened. Bids submitted by email, facsimile, or other electronic
means will not be accepted.
Public Bid Opening. Immediately following the deadline for receipt of bids, the City will publicly
open and read aloud the names of the bidders and the total bid amounts. The bid opening is open
to the public.
Bid Documents. The Advertisement for Bids may be obtained beginning July 6, 2026, electronically
at the Georgia Procurement Registry website and the City of Thomasville website at:

Complete Bid Documents including the Invitation to Bid (instructions, forms, and contract
documents) and technical documents (drawings, specifications, and related engineering prepared
by Kimley Horn and Associates, Inc.) may also be examined during normal business hours at:

Bidder will be responsible for all costs associated with printing. Bidders are responsible for
obtaining all Bid Documents and Addenda issued during the bidding period. Proposals will not be
considered by Owner unless Bidder is on record as requesting complete Bid Documents.
Pre-Bid Conference. A pre-bid conference will be held in-person at the Office of the City Engineer
(located at 411 W. Jackson Street) on Wednesday, July 15, 2026, at 2:00 PM EST and is strongly
encouraged but is not mandatory.
Questions. Questions regarding this solicitation shall be submitted in writing to:
Engineering.Bids@thomasville.org with the subject line "Questions: 2026 Balfour Park" The
deadline for submitting questions is identified in the Invitation to Bid. Interpretations or
clarifications of the Invitation to Bid and/or Contract Documents shall be issued only by written
Addendum. Oral statements or interpretations shall not be binding.
Bid Security and Bonds. Each bid shall be accompanied by a Bid Bond or other acceptable bid
security in the amount of five percent (5%) of the total bid in accordance with the Contract
Documents and the Georgia Local Government Public Works Construction Law. The successful
bidder shall furnish Performance and Payment Bonds in the amounts required by the Contract
Documents and applicable Georgia law.
Contractor Qualifications. Bidders shall possess all licenses and qualifications required by the
laws of the State of Georgia to perform the Work. Where applicable, bidders shall hold a valid
Georgia General Contractor License of the classification required for this Project and shall include
the required license information with their bid. The successful bidder shall comply with the
requirements of O.C.G.A. 13-10-91 and shall submit all affidavits and documentation required by
Georgia law regarding participation in the federal E-Verify program prior to contract execution.
Federal Funding. This Project is funded in part through the Land and Water Conservation Fund
(LWCF) and local funds. The successful bidder shall comply with all applicable federal, state, and
local laws, regulations, grant conditions, certifications, and contract provisions incorporated into
the Contract Documents.
Reservation of Rights. The City reserves the right to reject any or all bids; to waive informalities or
technicalities; to request clarification of bids; to reject any bid determined to be nonresponsive or
submitted by a nonresponsible bidder; and to award the Contract in the manner determined to be
in the best interest of the City, consistent with applicable law.
No bidder may withdraw its bid for a period of sixty (60) days following the date and time
established for receipt of bids, except as otherwise permitted by Georgia law.
