Description:

The Pennsylvania State Police (PSP) requires a vendor to provide and install the equipment listed in the specifications document for four (3) 2026 Ford T350 Transit Vans.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than July 15, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act form GSPUR-89 and Worker Protection and Investment Act form BOP-2201 provided must be completed by an authorized vendor representative and uploaded with bid submission. Current certificate of insurance listing PA State Police as certificate holder and including language as additional insured must be uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. In order to submit a bid response, vendors must be registered. I-1. Statement of the Project.

A. Overview/Scope.

The Pennsylvanian State Police is seeking a vendor to provide and install the equipment

listed in this specifications document for three (3) 2026 Ford Transit T350 medium

roof 148” wheel base vans.

B. Specifications

The following components and tasks are required for the vehicle upfit. Each bid should

cover the purchase, installation, and any necessary customizations.

C. Fabrication

Build and install custom bench seat with padding and storage underneath, ceiling

handrails, and accessories as follows.

a. Drivers Side Bench Rear Bench Seating / Storage

i. Lenth: 100 inches

ii. Height: 24 inches

iii. Depth: 23 inches

iv. Material: Diamond Plate Aluminum

b. Ceiling Handrails

i. Handrails will run from the front to rear

c. Vehicle Accessories

i. Havis PT-A-503 Ford Transit Prisoner Transport Vent Adapter Kit for

optimal airflow.

ii. Premium protective anti-skid coating of the rear van floor for enhanced

durability.

iii. Rear Step Assembly: Havis PT-A-103 rear step for 2015-2026 Ford

Transit models

iv. Rigid slim white LED compartment light 47.5 inches – mounted in

rear of van

v. Red strip lights – mounted in rear of van

D. Electrical

i. Volt Link VOLTLINK 6 blade fuse holder with screw terminals and

cover material

E. Delivery/Service Location

Vendor will be responsible for pick up the vehicles for upfitting and delivery of

completed vehicles at the following location:

Pennsylvania State Police – Transportation Division

F. Manufacturer Authorization

If the Offeror submitting a response to this IFB and is not the original manufacturer

of the equipment being provided, the Offeror must submit a Manufacturers

Authorization Letter which clearly states the Offeror is authorized to provide the

OEM’s equipment and services required by this IFB. The Manufacturers

Authorization Letter must reference “IFB 6100066238 – PSP 2026 FORD TRANSIT

EQUIPMENT UPFITTINGS”

G. Service Level Agreements

a. Upfitting services and delivery of completed vehicles must occur within forty

(45) days of the issuance of the purchase order or an agreed upon date.

b. PSP Transpiration will have one (1) week to review and accept the vehicles.

c. If vehicles are not accepted, the vendor must make any required modification

within (ten) 10 days.

H. Warranty

a. One (1) year warranty on all installation services

b. Manufacturer warranty on all products.

I. Estimated Quantities

It shall be understood and agreed that any quantities listed in the Contract are estimated

only and may be increased or decreased in accordance with the actual requirements of

the Commonwealth and that the Commonwealth in accepting any bid or portion

thereof, contracts only and agrees to purchase only the materials and services in such

quantities as represents the actual requirements of the Commonwealth. The

Commonwealth reserves the right to purchase materials and services covered under the

Contract through a separate competitive procurement procedure, whenever the

Commonwealth deems it to be in its best interest.
