The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to solicit and contract with Amelia Island Sea Turtle Watch (CAGE 114B2), of Fernandia Beach, FL, on a sole-source basis to conduct monitoring for Threatened and Endangered (T&E) sea turtle species, piping plovers, and rufa red knots within the project footprint of the Nassau County Shoreline Protection Project (SPP). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.
The Florida Fish and Wildlife Conservation Commission (FWC) implements a program regulating permits for marine turtle-related activities. Only one marine turtle permit is issued per beach to manage impacts on turtle habitats. This approach ensures responsible management of marine turtle populations in Florida. Amelia Island Sea Turtle Watch is the only Marine Turtle Permit Holder for the Nassau County locations listed in the Performance Work Statement (PWS). Therefore, this requirement will be solicited using other than full and open competition in accordance with the procedures of FAR 13.106-l(b)(l).
