NOTICE TO BIDDERS
The City of Monroe will receive sealed bids for 2026-2027 ASPHALT PAVING PROGRAM until 9:00
A.M August 6, 2026, in the City Hall Meeting Room, 300 West Crowell Street, Monroe, North Carolina
28112, when all bids will be publicly opened and read aloud. Mailed bids should be sent to City of Monroe;
Engineering Department; P.O. Box 69, Monroe, NC 28111-0069.
Bids are invited on work consisting of, but not limited to reclamation with cement, asphalt milling, full
depth patching, and asphalt paving of several streets within the City of Monroe.
Bidding Documents may be viewed and ordered online by registering with Duncan Parnell
via their bid room https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell
is required to obtain the bid documents and be added to the official Plan Holder's List.
Addenda notification will be sent to those buying full sets from Duncan Parnell via their
bid room. The cost of bid documents and shipping is non-refundable. Neither OWNER,
ARCHITECT nor ENGINEER will be responsible for copies of the bid documents obtained
from sources other than from Duncan Parnell. If you need any assistance ordering or

This is a formal bid. A bid security in the amount of five percent (5%) of the contract sum shall be submitted
with each bid. The bid security shall be in the form of a Cashier's Check or a Certified Check on a bank or
trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the City
of Monroe. In lieu of a Cashier's Check or a Certified Check, the bidder may submit cash or a bid bond
executed by a Corporate Surety licensed in North Carolina to execute such bonds. All bidders are hereby
notified that they must have proper licenses as required by State law at the time of submittal of bids. Bids
may be held by the City of Monroe for a period not to exceed sixty (60) days from the date of the opening
of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to
awarding of the Contract. The City reserves the right to reject any or all bids, to waive any informality in
the bidding, and to reject as non-responsible bids of contractors which have demonstrated history on City
contracts of unsatisfactory performance including but not limited to failure to meet deadlines, complete
work accord to contract amounts and assessment of liquidated damages.
Please only submit the Proposal Sheet, Itemized Proposal, Signature Sheet, Prequalification
Certification, Bidder Qualification Questionnaire and Bid Bond at the bid opening. All bids must be
in a sealed envelope clearly stamped or marked (in letters of 1/4" or more), "PROPOSED BID FOR 2026-
2027 ASPHALT PAVING PROGRAM. DO NOT OPEN UNTIL 9:00 A.M., August 6, 2026."
