The purpose of this RFP is to fund a VPP or DERMS to be located in the District at site(s) to be identified by the Offeror. The project funded by this RFP should be designed to provide insights and new learnings to assist the Commission in identifying technologies and policies that can be implemented in the District to modernize the distribution energy delivery system for increased sustainability. | Karen M. SECTION I. Questions and Answers
Question 1
Since budget and financial documents are not required until an invited Phase 2 submission, does
Phase 2 also include related financial documents like the Subcontracting Plan and First Source
documentation?
Answer
The Subcontracting Plan and First Source Agreement are to be included with the Offeror’s
initial proposal. Please also see Attachment A to the RFP, Proposal Checklist.
Question 2
Are expenditures on hardware allowed as a capital expenditure using the pilot budget?
Answer
The funds awarded by the Commission can be used for any expenditures directly
related to the implementation of the VPP pilot project.
Question 3
Could you please confirm whether the site for the project must be located within the District of
Columbia? If so, are there any specific facilities or locations the Commission can point us to that
would be suitable for this pilot?
